A second factor that must be considi red is <br />the impervious coverage of the site that will result from the home addition or new home.'Within <br />the Shoreland overlay this is limited to 15% or 6,000 square feet — whichever is rg eater. <br />The septic system design capacity should be a factor as well where an increase in the be oom <br />count is proposed — as it the case here. From City records it appears that the 201 system serving <br />this residence was designed for 2 bedrooms. Should these variances be approved, the system must <br />be enlarged to a 3 or 4 bedroom capacity. <br />Findings and Recommendations: <br />Based on the foregoing staff suggests that the following mandatory Findings are <br />The property can not be put to reasonable use without the granting of the variance <br />requested. The subject residence was designed/constructed 60 years ago — well before <br />public health/safety standards existed. Application of those standards today limits the <br />existing residence a 1 bedroom, which is neither in character with the balance of the <br />neighborhood nor is a reasonable use of the property. <br />2. The variance requested does result from circumstances unique to properties where principal <br />structures were constructed prior to adoption of City Zoning and Shoreland Regulations; <br />and, the circumstances of the variance were not solely created by the applicant in that <br />context. <br />3. Granting of the variance will not change the essential character of the neighborhood. <br />The foregoing Findings support a recommendation for approval of the variances requested. <br />Planning Commission Actions Requested <br />Motion to recommend approval of variances for lot area and street setback at 8009 Hill Trail based <br />on Findings of the Planning Staff Report of April 19, 2006, and plans staff dated April 191 2006 <br />subject to a condition that the septic system be upgraded to a 3 or 4 bedroom capacity concurrently <br />with the house addition. <br />Attachments: <br />1.
