April 17, 2006 <br />Page 2 <br />The City Council should first decide what its purpose and intent is when adopting drive -up <br />facility regulations. What particular public safety or nuisance or concerns are generated by <br />this type of business? Do the City's concerns relating to a drive -up business depend upon what <br />is occurring on the interior of the business establishment or do the City's concerns relate to <br />traffic safety, traffic stacking, noise, lights, trash and/or the proximity of the exterior activity to <br />a residential neighborhood? Are these concerns unique to the food business or are they the <br />same for all drive -up businesses?
