11. CITY ADMINISTRATOR'S REPORT: <br />A. Carriage Station Park Improvements — verbal <br />The City Administrator reported the City is in the final stages of drafting the agreement <br />in terms of the legal description of the property itself. TY-DA drew a generalized plan for <br />park improvement pieces which was shared with neighborhood reps and are in process of <br />advising what type of improvements and equipment would fit in the area and a <br />recommendation will be sent to the Parks Commission. <br />There was some discussion on possible miscommunication on the allocation of monies to <br />upgrade the play structure versus taking money out of this allocation for the trail around <br />the park. <br />B. April 19"' Presentation of Village Area Master Plan, Lake Elmo <br />Elementary School -verbal <br />There will be a meeting on the Village Area Master Plan on Wednesday, April 19a', at the <br />Lake Elmo Elementary School. The formal presentation will begin at 6:30 p.m. with <br />informal questions/answers at 7:30 p.m. <br />12. CITY COUNCIL REPORTS: <br />Mayor Johnston reported that RCFA is celebrating their fourth anniversary at the Lake <br />Elmo site, Saturday, May 6a'. <br />M/S/P Conlin/Smith — to approve the Mayor sending out invitations to the surrounding <br />communities and the Met Council Chair and that the City makes a donation of $200 for <br />refreshments for this event. (Motion passed 4-0). <br />John Schultz, Lake Elmo Inn, is the first recipient of the Restaurateur of the Year and is <br />featured in the April issue of Stillwater Living. <br />Council member DeLapp reported he visited section 42 housing in Oakdale, ages 59 and <br />up, 90 flats, at $800/month for a one bedroom. This information should be gathered for <br />the Old Village. <br />Council member Smith asked for an update on emergency sirens. The City Administrator <br />said they are working with two vendors to determine if we have to go out for bid, right <br />size for each location, and how to finance the sirens. <br />Council member Smith asked for an update on the Land Trust in Sunfish Park. The City <br />Administrator reported the Parks Commission is working on this as a part of the review <br />of all the parks in order to protect the parks. <br />Council member Smith asked if the setbacks in Rural Residential Zoning can match the <br />setbacks in the Residential Estates Zoning.
