MINUTES APPROVED AS AMENDED APRIL 18, 2006 <br />Business owner Ed Gorman was in attendance and stated that customers are changing and <br />he would like to see a menu board approved. <br />M/S/P DeLapp/Johnson — the City Attorney will redraft ordinance to preclude fast-food <br />for the April 11, 2006, Council Workshop, and reconsideration to the April 18, 2006, <br />City Council meeting when all members will be in attendance. (Motion passed 5-0) <br />F. Village Area Master Plan Recommendations —Next Step <br />The City Planner reported that the City Council and Planning Commission were <br />presented the recommendations of the Village Area design team/master planners at a <br />Workshop March 14, 2006. <br />M/S/P Johnson/DeLapp — to direct City Planner and Village Area Master Planner to <br />proceed to introduce the Village Area Master Plan to the public with a dual presentation - <br />poster board presentation, and a formal presentation. (Motion passed 5-0) <br />G. Direction to Staff / Planning Commission for New Zoning Ordinance <br />The City Planner reported that the Planning Commission has previously reviewed <br />"Performance Zoning" as an alternative to "Euclidian" zoning, and made substantial <br />progress with its consultant toward drafting a new Performance Zoning Ordinance for <br />Lake Elmo. He noted that the City must have a completed Zoning Ordinance Map and <br />Text corresponding with the 2030 Comprehensive Plan within 9 months of the <br />Comprehensive Plan being approved by the METC; approximately February, 2007. <br />A concern about Performance Zoning is that it is very "staff dependent," and that only a <br />few people understood it because of its complexity, and another presentation for a better <br />understanding of the options available. <br />M/S/P DeLapp/Johnson — to direct Staff to have a presentation on Performance Zoning <br />by Lane Kendig. The Planning Commission should be invited. (Motion passed 5-0) <br />10. CITY ATTORNEY'S REPORT: <br />None <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. Update on RFP for Animal Control — verbal <br />Administrator Rafferty requested City Council to extend the current Animal Control <br />Officer's Contract through April 30, 2006. <br />M/S/P — DeLapp/Smith — to extend the Animal Control Officer's Contract through April <br />30, 2006.
