B. Resolution 2006-033 Charitable Gambling License to Lake Elmo Jaycees <br />The Lake Elmo Jaycees requested renewal of its lawful Gambling License. The Jaycees <br />operate its lawful gambling at the Twin Point Tavern located at 11199 Stillwater <br />Boulevard. <br />M/S/P Smith/Conlin — to adopt Resolution 2006-033, a Resolution granting permission to <br />the Lake Elmo Jaycees to conduct Charitable Gambling at the Twin Point Tavern. <br />(Motion passed 5-0) <br />4. CONSENT AGENDA: <br />A. Resolution No. 2006-034: Approving Claims <br />M/S/P Johnson/Conlin— to adopt Resolution No. 2006-034 approving Claim Numbers <br />320, 321, DD695 through DD714, 28949 through 28973, which were used for staff <br />payroll dated April 13, 2006: claims 28974 through 29022, in the &al amount of <br />$108,482.29. (Motion passed5-0), <br />B. Monthly Operating Report: <br />M/S/P Johnson/Conlin — to accept the March 2006 <br />(Motion passed 5-0) A <br />5. FINANCE: <br />A. Animal Control Contract: <br />Finance Director Bouthilet provided an <br />Schedule, summarizing the three bids rE <br />"service call" and "on -call" q uotas <br />Administrator Rafferty reviewed the <br />demand vs. patrol services. Ms. Pel <br />Ruzicka, ACSI, talked Co tl Counea <br />licensing ordinance�.'° ,. <br />+ices Proposal Comparison <br />quoted. Two bids provided <br />Director Bouthilet for on <br />her rates from 2005. Rick <br />proactive service and enforcement of <br />Discussion aroundeats and the np"ed to look at our ordinances. <br />M/S/P Conlin/Smith — to a the Animal Control Contract to ACSI for the remainder <br />of 2006. Council directed taaff to discuss the cat control ordinance at the May 9, 2006, <br />Council Workshop. (Motion passed 5-0) <br />B. Payment to Robert Engstrom Company <br />Council Member DeLapp requested that Robert Engstrom Companies provide the City a <br />list of expenses to date, plus any additional charges. Discussion centered around contract <br />and if charges had been submitted to date. Administrator Rafferty has met with the <br />developer and discussed the work scope and costs. Proposals for ongoing work and <br />justifications of changes have been discussed. <br />M/S/F Smith/DeLapp — to direct Staff to meet with the team hired and discuss current <br />contract.
