DRAFT Council Member Johnson questioned why the City is limiting seasonal sales to just two zoning districts. She asked why the City is not opening seasonal sales in all residential districts? She observed that it is part of the rural character to permit residents and their children, to grow products to sell from their property. Council Member DeLapp stated Performance Zoning is relevant to this subject, and should be comprehensive by addressing all zoning districts. If the seasonal sales create a negative impact, it should not be allowed regardless of zoning district. If, however, it does not create a negative impact, it should be allowed regardless of zoning district. Mayor Johnston stated the Council needs to look at the issues of definition, in any case, but we need to fix the immediate problem. If more definition work is needed, the matter can be sent back to the Planning Commission.
