DRAFT <br />Council Member Johnson questioned why the City is limiting seasonal sales to just two <br />zoning districts. She asked why the City is not opening seasonal sales in all residential <br />districts? She observed that it is part of the rural character to permit residents and their <br />children, to grow products to sell from their property. <br />Council Member DeLapp stated Performance Zoning is relevant to this subject, and <br />should be comprehensive by addressing all zoning districts. If the seasonal sales create a <br />negative impact, it should not be allowed regardless of zoning district. If, however, it <br />does not create a negative impact, it should be allowed regardless of zoning district. <br />Mayor Johnston stated the Council needs to look at the issues of definition, in any case, <br />but we need to fix the immediate problem. If more definition work is needed, the matter <br />can be sent back to the Planning Commission. <br />Attorney Filla stated that zoning is a separate legal matter <br />M/S/P Smith/Johnson — to approve Ordinance 97-186, ate nrdmance relating to definitions <br />contained in the Lake Elmo City Code, amending Farm'Rural definition to read, "The <br />portion of a ten (10) or more acre parcel of land in pe Rural Residential Zoning District <br />which is devoted to agriculture by the property ovtner or by a lessee of the property <br />owner."
