T,T:,r.DA
ENGINEERS - ARCHITECTS - PLANNERS
November 17, 2006
Honorable Mayor and City Council
City of Lake Elmo, Minnesota
Re: Approval of Service Area
Old Village Sanitary Sewer Study
City of Lake Elmo, Minnesota
TKDA Project No. 13762.000
Dear Mayor and City Council;
444 Cedar Street, Suite 1500
Saint Paul, MN 55101-2140
(651) 292-4400
(651) 292-0083 Fax
www.tkda.com
The first step in preparing the Old Village Sanitary Sewer Study is to determine the limits of the area
that may ultimately be served by sanitary sewer. The term "Old Village Area" has been loosely
interpreted in the past, but for this report we need to be very specific.
The enclosed map shows the boundary of the staff recommended Old Village service area. What
may be different about this in some peoples view is the inclusion of all the property east of the lake,
between 20th and 30th Streets. In this area, there are both existing neighborhoods with small lots and
undeveloped areas. The staff recommends that because the sewer will pass through this area, we
keep the option of providing sewer service to this area open.
A preliminary analysis of this area, and our Metropolitan Council agreement, shows we should
design the sewer system for 3300 Equivalent Residential Units (ERU). This review is shown on the
enclosed sheet.
City Council Action Requested
Approve a motion directing the City Engineer to use the recommended sewer service area, as shown
in the enclosed figure, in the Old Village Sanitary Sewer Study.
Sincerely;
Thomas D.
