APPROVED AS AMENDED SEPTEMBER 19, 2006 <br />Mayor Johnston called the Council meeting to order at 7:00 p.m. in the Council <br />Chambers. COUNCIL MEMBERS PRESENT: Conlin, DeLapp, and Smith. <br />ABSENT: Johnson. STAFF PRESENT: City Administrator Rafferty, City Planner <br />Dillerud, Finance Director Bouthilet, Building Official McNamara, Fire Chief <br />Malmquist, Parks Supt. Bouthilet, City Engineer Prew, City Attorney Filla, and <br />Recording Secretary Freeman. <br />Pledge of Allegiance <br />L AGENDA: <br />Additions: 7A (3) Park Use Preliminary Information; 9F METC meeting update, <br />Changes: Moved 8C to Closed Session, moved 10A to Closed Session; Moved 7B (1) <br />and 7B (2) to 3A (3). <br />M/S/P Conlin/DeLapp — to approve the September 5, 2006, City Council Agenda as <br />amended. (Motion passed 4-0) <br />2. MINUTES: <br />MIS/P Smith/Conlin — to approve the August 15, 2006, City Council minutes as <br />amended. (Motion passed 4-0) <br />3. PUBLIC INFORMATIONALIPUBLIC INOUIRRIFS: <br />A. Public Informational: <br />(1) CIC Presentation on Senior Housing: resented the <br />Brenda Anderson, from the CommunityImprovement Commission (CIC), p <br />results from their Summer 2005 Senior Housing Survey. Approximately one hundred <br />questionnaires were received, with 86% believing that a need exists for senior housing. <br />The CIC recommends that further study, feedback and direction from the City Council <br />are necessary to identify appropriate senior housing suitable for the City of Lake Elmo. <br />Council Members questioned the "definition of affordable housing," and the probable <br />cost of any senior oriented units/houses in the Old Village Area. It was determined that it <br />would be best to have the Old Village Plan completed, and have any senior housing <br />builders expressing interest work with the Engstrom group. <br />(2) Lake Elmo Bank 95 b Anniversary: Resolution 2006-094: <br />The Mayor and City Council congratulated the owners and employees of the Lake Elmo <br />Bank on their 95'h Anniversary in the East Metro Area. They have been, and continue to <br />be, an outstanding corporate citizen of Lake Elmo. There will be a Community <br />Celebration on Friday, with Acting Mayor Smith presenting the City's congratulations. <br />M/S/P Smith/Conlin — to approve Resolution No. 2006-094, congratulating Lake Elmo <br />Bank on its 95"' Anniversary.
