APPROVED AS AMENDED SEPT EMBER 19, 2006 <br />The City Planner advised that while this is true, it has been his understanding that the <br />homestead parcel was conveyed to a Bergmann son. <br />Richard Bergmann advised the Council that the homestead parcel was to be his son's, and <br />that his son could not afford to purchase a full 10 acres — only the 1.33 acres needed to <br />place the barn on the homestead parcel. <br />Council Member Smith is concerned with the number and size of buildings on a 6.33 acre <br />site and also has concerns with the question of hardship. <br />MIS/P Johnston/DeLapp — to adopt Resolution No. 2006-092, aproving a zoning <br />variance for Richard and Eileen Bergmann located at 11459 60 Street North, based on <br />the reasons expressed in the Resolution. (Motion passed 4-0) <br />B. Apostolic Church Site: Resolution No. 2006-093: Comp Plan Amendment: <br />Ordinance No. 97-178: Rezoning <br />M/S/P Johnston/DeLapp — to table this item until the September 19, 2006, Council <br />meeting when a full City Council will be in attendance. (Motion passed 4-0) <br />C. Status of Village Plan (verbal): <br />The City Planner reported that the Village Area Planning Team was under way with <br />Phase 2 work following a lengthy contract preparation experience. He noted that <br />meetings had already been held with the Allied Property Owners and City Staff, and that <br />additional meetings are scheduled over the next several weeks with MPCA (treated TCE <br />water discharge), MnDOT/Washington County (Highway 5 modifications) and the Allied <br />Property Owners (clarification of the "Incentive Fund" components and, thereafter, <br />specific unit count determination.) He also advised that the City Engineer has been <br />requested to provide updated data regarding surface water (from that produced for the <br />Thorbeck Plan), and to begin preliminary design of the sanitary sewer system. <br />D. Metropolitan Aimort Commission — Lake Elmo Airport 2025 Plan: <br />The City Administrator, City Planner, Assistant Planner, and representatives from <br />Baytown Township and West Lakeland Township attended at meeting with MAC staff <br />and its consultants to discuss the Lake Elmo Airport Long Term (2025) Comprehensive <br />Plan Update now underway. <br />MAC presented three draft alternative airport development concepts for inclusion of the <br />2025 updated place, and has requested comments from the City on the draft alternative <br />airport development options. He noted that the local government representatives at the <br />meeting agreed that a fourth alternative be "no further development at the airport." <br />Council directed Staff to send a letter to MAC stating Lake Elmo City Council support of <br />the fourth alternative — that being no further development at the Lake Elmo Airport <br />(runways or hangers) and it conflicts with the Old Village Plan. <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 2006 <br />
