City Administrator Rafferty: None <br />12. CITY COUNCIL REPORTS: <br />A. Mayor Johnston reported that he attended the Rasmussen Business College <br />Groundbreaking, and presented the ceremonial shovel to the City Administrator for use at <br />the Public Works building. <br />Mayor Johnston also requested clarification of the Lights Out Policy regarding the VFW <br />Field and policy of providing a port -a -potty at Carriage Station Park. He also provided <br />an update from his AMM meeting regarding METC penalties imposed on Lake Elmo <br />with the extension of the Comprehensive Plan submission. <br />Reminder that filing dates are open until September 12, 2006, at 5:00 p.m. <br />B. Council Member Conlin: None <br />C. Council Member DeLapp: The comments from the members of the AMM <br />committee regarding the METC penalties to Lake Elmo gave him hope that other cities <br />may finally be realizing how difficult METC can be on cities that do not abide by METC <br />dictates. <br />D.
