SCVACFC Site Selection Task Force August 18, 2006 <br />Page 13 <br />Weaknesses <br />Moderately high cost of Site ($4.50 per square foot) and high cost of special assessments (some <br />may be negotiable ($600,000 to $700,000 in special assessments) <br />Peak traffic on Manning and Highway 36 may create access difficulties during peak travel <br />periods due to stacking of vehicles at signal. <br />Future planned interchange at Manning Avenue and TH 36 may create future access difficulties <br />and may significantly reduce convenient access to the Site. <br />Topography is generally flat with some tree cover, but may be difficult due to some low lying <br />areas. <br />Site 03 — Neal Property <br />Strengths <br />Located immediately north of County Road 12 (75a` Street North) <br />High visibility from County Road 12 <br />Convenient Access to the Site off County Road 12 (future Neal Avenue extension) <br />In close proximity to current population concentrations <br />Own the Site <br />Near -term availability <br />Utility extensions to the Site are nearby <br />Site has more than ample room to accommodate the facility (about 40 acres) <br />Topography is gently rolling or flat, with minimal tree cover <br />Currently no environmental issues of which we are aware <br />Weaknesses <br />Under pre -development agreement for rezoning to residential <br />Adjacent to low -density single-family homes are likely to create difficulties with neighbors <br />Potential high cost of property, but uncertain <br />Potential high costs for additional infrastructure (special assessments for roads, utilities) <br />Annexation required to City; this area is staged for 2015 annexation; petition to annex earlier. <br />Site #4 — Xcel Energy -Fly Ash Site <br />Strengths <br />Centrally located in the SW corner of Highway 36 and Beach Road N; <br />Close proximity to several of the area's major employers including Washington County, <br />Andersen Windows, Hospital <br />Potential for improved access via future Stillwater Bridge (current timing estimated at between <br />2010 and 2015, but not guaranteed) <br />MAMEED RESEARCH INC. <br />
