SCVACFC Site Selection Task Force August 18, 2006 <br />Page 14 <br />Site size can more than accommodate facility (total size 45 acres) <br />Site would be graded and planned by Xcel and could be according to Client's needs <br />Lease from Xcel <br />Base cost of site minimal or nothing <br />Utilities are available at the Site; <br />Hook-up costs should be moderate. <br />Site is vacant and bare; no tree cover; <br />Site can be built up to accommodate landscaping; must arrange and approve plan with Xcel and <br />with MPCA. <br />Currently, MPCA would not have difficulty with locating a community center on the Site. <br />Weaknesses <br />Site availability in 2010; possibility of some use prior to that time; 80% of site is currently <br />covered. <br />Must not compromise the integrity of the cover. <br />Must carefully plan improvements to the Site, all cleared and handled through Xcel. <br />Cost of utility hookups to be paid by client; may be negotiable with Xcel. <br />Further distance from future high level population concentrations in Lake Elmo. <br />Currently, zoned industrial; proposed community center may be permitted in industrial district; if <br />not, must be rezoned. <br />Site #5 — Bayport Sites <br />Strengths <br />Close proximity to population concentrations <br />Close proximity to major employers (Andersen Windows and Washington County) <br />Availability may be arranged within a relatively short time -frame; <br />Convenient Access from County Roads 21 and 14 <br />Sites are heavily wooded; U�'� <br />Most likely sufficient land area amcconAmodate facility. <br />The 5-acre private property d be donated; <br />Could likely negotiate with developer of the 23-acre private parcel to reduce land costs to <br />nominal amounts; <br />Large private parcel is currently in negotiations to be annexed to the City of Bayport; <br />Utilities would be available at the Site and utility connection fees should be moderate; <br />Own the Site. <br />No significant environmental issues of which we are aware. <br />Weaknesses <br />Low visibility from major thoroughfares such as Highway 36 or Stillwater Boulevard; <br />Lowest traffic counts; <br />MAMELD RESEARCH INC. <br />
