SCVACFC Site Selection Task Force August 18, 2006 <br />Page 15 <br />Assembly of parcels required (but may not be especially difficult); <br />Less convenient access from major thoroughfares; <br />Would require negotiation with several entities for site assembly. <br />Site 46 — Lake Elmo -Old Village Site (Downtown) <br />Strengths <br />Annual land lease of $1.00 as long as Community Center desires; <br />Convenient access and visibility from Stillwater Boulevard <br />Concentration of households in close proximity to facility (2030) <br />Utilities available at site; <br />Site is vacant and clear; generally flat with no tree cover. <br />Immediate (near -term) availability; <br />Site assembly has been completed by the City; <br />No significant environmental issues of which we are aware. <br />Population concentrations in 2030 most likely to be family dominated <br />Potential to co -locate other facilities such as Washington County Library and regional arts center <br />Weaknesses <br />Not as centrally located to total 2030 population concentration (Bayport, Stillwater, Oak Park <br />Heights) <br />Potential traffic congestion on Stillwater Boulevard with increase of 520 households by 2010 <br />(additional 5,200 trips per day); <br />Site 07 — Nass and Buberal Sites <br />Strengths <br />Adjacent to Highway 36 <br />High Visibility from Highway 36 and from Manning Avenue <br />Convenient Access to the Site (signalized intersection) <br />In close proximity to current population/household concentrations and projected concentrations; <br />Near -term availability <br />Own the Site <br />Utilities and infrastructure available adjacent to the Site (assessments for connections to be paid <br />by owner). <br />Site has ample room to accommodate facility (15 acres at the north end with potential for <br />roughly 50 acres total) <br />Site may accommodate multiple users not solely the SCVA Community Center; costs may be <br />shared among all site users; <br />Currently zoned agricultural use. <br />MAMEED RESEARCH INC. <br />
