SCVAFCC Site Selection Task Force August 18, 2006 <br />Page 20 <br />We recommend that the site selection team, after reviewing this memorandum and other <br />pertinent data such as the results of the community surveys and focus group sessions make a <br />recommendation to the entire SCVACFC Task Force with the assistance of its consultants. <br />Recommendations <br />We recommend that the SCVACFC Site Selection Team consider the following sites for further <br />critical discussion and final recommendation: <br />I=Lake Elmo Old Village Site <br />2=Xcel Fly Ash Site <br />3=Bergman Property <br />4=Nass-Buberal Sites <br />It is our professional opinion that these sites offer the greatest potential for successful <br />development, have the highest level of flexibility in size and expansion, are all generally <br />reasonable in costs and pricing (except perhaps for the Bergman Property), and would be <br />considered convenient from a market perspective. The Old Village site in Lake Elmo is the site <br />most likely to be considered the least convenient by a significant number of current community <br />residents. This situation is likely to change in the future, but not for perhaps 15 to 20 years. <br />The following are the essential key strengths and key weaknesses of each of the sites under <br />further consideration: <br />1=Lake Elmo Old Village Site <br />Key Strengths: <br />Low Base Cost of Site <br />Current zoning and east of site approvals <br />Available immediately <br />Key Weaknesses <br />Distant from current population densities in the School District <br />2=Xcel Fly Ash Site <br />Key Strengths <br />Low Base Cost of Site <br />Long-term lease and property always controlled by Xcel Energy <br />Significant flexibility in negotiating costs for site improvements <br />Close proximity to current population densities <br />Key Weaknesses <br />Availability may not be until 2010 <br />Cannot penetrate the existing cover (lining) <br />May be subject to access issues with the construction of the River Crossing <br />MAXFiEILD RESEARCH INC. <br />
