T7is record of the 1989 City action to reclassify the site from RAD to PF fails to provide <br />Findings to support that reclassification beyond the interests of the property owner leading <br />to the conclusion that an error may have resulted by the action. <br />3. There has been no evidence thatthe property owner intends to execute development of the <br />site as a church during the past 7+ years: Conditions appear to have changed from those <br />existing at the time of the 1989 Comprehensive Plan amendment classifying the site as PF. <br />The property owner has been officially notified of this pending amendment, and has not <br />responded. <br />Based on the foregoing, staff recommends the Comprehensive Plan be amended for this site to <br />reclassify the site in the Land Use Plan from PF to RAD, subject to the Metropolitan Council <br />concurrence mandated by State Statute. <br />Staff further recommends that the subject site be rezoned form PF to RR on the condition that the <br />recommended Comprehensive Plan amendment is adopted by the City Council and concurred in <br />by the Metropolitan Council. <br />?'Tanning Commission Actions Requested. <br />Motion to recommend the Comprehensive Plan be amended for the site known as the Apostolic <br />Bible Church site to reclassify the site in the Land Use Plan from PF to RAD, subject. to the <br />Metropolitan Council concurrence mandated by State Statute. <br />Motion to recommend that the subject site be rezoned form PF to RR on the condition that the <br />recommended Comprehensive Plan amendment is adopted by the City Council and concurred in <br />by the Metropolitan Council. <br />Charles E.
