Lake Elmo <br />Agenda Section: Planning, Land Use and Zoning <br />No. 9C <br />City Council <br />September 19, <br />2006 <br />A ends Item: Metro Transit Park & Ride Proposal <br />Background Information for September 19. 2006: <br />Metro Transit/Metro Council staff presented a concept plan for a 500 car Park & Ride facility to the City <br />Council Workshop on September 12. The facility is proposed by Metro Transit to be located at the <br />Northwest Quadrant of I-94 and Keats Avenue in Lake Elmo. The City Council directed the subject be <br />added to the September 19 Council Regular Meeting Agenda. <br />Planning staff advises the City Council that the site proposed for the Park & Ride is land use classified <br />"Limited Business" (Future Sewer) by the recently adopted 2030 Comprehensive Plan. The site is also <br />currently zoned "Limited Business". A Park & Ride facility such as that proposed by Metro Transit would <br />require a "Public Facilities" land use classification (and a Comprehensive Plan Amendment to attain that <br />classification) and a rezoning from LB to PF as well. In addition, Conditional Use Permit and Site Plan <br />approvals would be required (if the site is reguided and rezoned to PF). <br />No planning & zoning applications have been made nor required Hearings conducted regarding this manner <br />to date. The Comprehensive Plan Amendment and rezoning would both be super majority (4 vote) decisions <br />at such time as the proper & legal requests are made and processed by the City as prescribed by State <br />Statute and City Ordinance. <br />Person responsible: <br />Action items: <br />None recommended pending formal applications. <br />City Planner <br />Attachments: <br />Time Allocated: <br />
