APPROVED AS AMENDED SEPTEMBER 5, 2006 <br />B. Fire Dept. Update: Chief Malmquist <br />Fire Chief Malmquist informed Council that the Dept. visited three neighborhoods on <br />National Night Out. He also thanked everyone for supporting the Pancake Breakfast <br />during Huff'n'Puff days. He added that new members are always welcome and needed. <br />Fire Chief Malmquist introduced the three newest members: Paul Jorgensen, Noah <br />Malmquist and Brad Asplund, and requested they be placed on probation. <br />M/S/P Smith/DeLapp — to approve Paul Jorgenson, Noah Malmquist and Brad Asplund <br />as probationary members of the Lake Elmo Fire Dept. (Motion passed 5-0) <br />8. CITY ENGINEER'S REPORT: <br />A. Island Cul-de-Sacs in Tabl nn Park <br />TKDA Engineer Stempski informed Council that a survey was conducted with the <br />residents on 27 h Street North (three) and 271h Street Court North (two), requesting their <br />input regarding landscaped center island cul-de-sacs. The three questions per the resident <br />survey were: 1) Are they in favor of a landscaped center island cul-de-sac? 2) Would <br />they help plant and maintain? 3) What is their opinion on the City posting the cul-de-sacs <br />"No Parking"? The three residents on 27"' Street Court North were in favor and would <br />help plant and maintain the island cul-de-sac. One resident was in favor, one opposed the <br />parkin restriction, and one suggested posting "No Parking" on one side only. One lot on <br />the 27` Street North cul-de-sac is currently vacant, and the owner of the second lot was <br />not in favor of the landscaped center island. <br />Council and Staff discussed various options of low maintenance vegetation, the paving of <br />curb and gutter, and the alternative of a rain garden application, with curb and gutter <br />around the island. <br />M/S/P Conlin/DeLapp — to direct Staff to prepare plans for the cul-de-sac at 27a' Street <br />North, and work with the three residents on curb and vegetation design. <br />(Motion passed 5-0) <br />9. PLANNING, LAND USE & ZONING: <br />A. Resolution No 2006-083• Variance for Septic Drainfield: 8320 Hidden Bay <br />Trail, Swanson: <br />The City Planner reported that the Planning Commission recommended approval of the <br />variance from drain field setback standards. The applicant seeks variances from drain <br />field setback standards to the property line (3 feet where 10 feet is required) and an <br />existing detached garage (3 feet where 20 feet is required). The variances relate to the <br />applicants' failing septic systems needing a new drainfield in proximity of the existing <br />drainfield. No reasonable alternative location was available for the new drainfield. <br />M/S/P Johnston/Johnson — to adopt Resolution No. 2006-083, approving the septic <br />system setback variance at 8320 Hidden Bay Trail.
