APPROVED AS AMENDED SEPTEMBER 5, 2006 <br />Members of City Council noted several serious inconsistencies between the <br />recommendations in the consultant's letter and the contractor's letter in response. The <br />Staff was directed to enforce the consultant's recommendations. <br />B. Old Village Plans — update: <br />The City Planner informed Council that a meeting with the Planning Team was scheduled <br />for Friday, August 18, 2006. He will report to Council about the status of the Village <br />Area Plans at the September 5, 2006, Council meeting. <br />12. CITY COUNCIL BUSINESS AND REPORTS: <br />A. Mayor Johnston: Continues to work on AMM committees and Metropolitan <br />Agencies Committee, St. Croix Regional Family Center survey conducted and the <br />location will be announced September 13, 2006. There is no tax burden to the city <br />selected, and a YMCA would be built a few years later. <br />Council discussed the question of which school districts were surveyed and if it would be <br />impact the site selection process. <br />B. Council Member Conlin: None <br />C. Council Member DeLapp: Noted that an amendment to State Statutes regarding <br />annexation passed the 2006 Legislature, requiring both cities' approval where <br />detachment from one city and concurrent annexation to another city is petitioned. In the <br />past a single city coveting the land/tax base of a neighbor could petition and have <br />annexation approved without the consent of the city that would lose the lands. He <br />observed that this legislation appeared to be a change of course for the Legislature by <br />inserting more local autonomy in city/city annexation issues, and that, perhaps, is a signal <br />that the Legislature may be more responsive to local autonomy issues involving the Met <br />Council. <br />D. Council Member Johnson: None <br />E.
