28TH STREET NORTH STREET IMPROVEMENTS <br />CITY OF"LAKE ELMO, MINNESOTA <br />I. INTRODUCTION <br />A petition was received by the City of Lake Elmo requesting the paving of 28th Street <br />North. The City Clerk verified the petition and it was presented at the September 5, 2006 <br />City Council Meeting. Council direction, at that meeting, was to prepare a Feasibility <br />Report to pave 28th Street North. <br />II. INITIATION <br />The City Council initiated this Project. A 4/5th's vote of the City Council is necessary to <br />order this Project. <br />EXISTING CONDITIONS <br />The street currently is gravel surfaced, it varies in width from 22 feet at the intersection with <br />Jamley Avenue, down to a single driveway width at the ends. There are six houses and <br />one undeveloped lot which use the street for access. <br />The street has never been improved to City standards. It has recently had a watermain <br />installed. There is no storm sewer, or well defined ditches. <br />III. IMPROVEMENT <br />There is 33 feet of Right -of -Way along this roadway, which is approximately half of the <br />typical Right -of -Way for a standard municipal street. This reduced Right -of -Way eliminates <br />the possibility of a turn -around being constructed. Because a turn -around cannot be built, <br />the minimum street width recommended is 22 feet. This width will allow snow plows and <br />other large vehicles to more easily back-up. The north edge of the pavement would be <br />3 feet off of the northern Right -of -Way line. <br />The roadway would be constructed to the City standard section of 12 inches of Class 5 <br />aggregate base, 1.5 inches of bituminous non -wear, and 1.5 inches of bituminous wear. <br />Further soil investigation would be necessary to determine if additional soil correction <br />measures are needed. <br />1 13593.000 <br />
