General No Parking Regulations. The following is a summary of the provisions of <br />Minnesota Statutes Section 169.041 which would apply to vehicles and trailers in the <br />City of Lake Elmo: <br />TOWING <br />1. Towing Order Required. The City may not tow a motor vehicle or trailer from <br />public property unless the City's law enforcement officer has prepared, in <br />addition to the parking citation, a written towing report describing the motor <br />vehicle or trailer and the reasons for towing. The report must be signed by the <br />officer and the tow driver. <br />2. Four (4) Hour Waiting Period. The City may not tow, or allow or require the <br />towing of a motor vehicle or trailer from public property for a parking or traffic <br />violation until four (4) hours after the issuance of a traffic ticket or a citation, <br />except as hereinafter provided: <br />(a) The vehicle is parked in violation of snow emergency regulations; <br />(b) The vehicle is parked in a rush hour restricted parking area; <br />(c) The vehicle is blocking a driveway, alley or fire hydrant; <br />(d) The vehicle is parked in a bus lane, or at a bus stop, during hours <br />when parking is prohibited. <br />(e) The vehicle is parked within thirty (30) feet of a stop sign and <br />visually blocking the stop sign; <br />(f) The vehicle is parked in a handicap transfer zone or handicapped <br />parking space without a handicapped parking certificate or <br />handicapped license plate; <br />(g) The vehicle is parked in an area that has been posted for temporary <br />restricted parking at least twelve (12) hours in advance; <br />(h) The vehicle is parked within a right of way of a controlled access <br />highway or within the traveled portion of a public street when travel <br />is allowed there; <br />(i) The vehicle is unlawfully parked in a zone that is restricted by posted <br />signs to use by fire, police, public safety or emergency vehicles; <br />(j) A law enforcement official has probable cause to believe that the <br />vehicle is stolen, or that the vehicle constitutes or contains evidence <br />
