City of Lake Elmo <br />Joint City Council/Park Commission Workshop <br />Notes <br />April 24, 2007 <br />Present: Mayor Dean Johnston, Councilmembers DeLapp, Johnson, Park and Smith <br />Park Chair David Steele, Park Commissioners Adanene, Ames, Blackford, <br />Booher, Bouthilet, Bruchu, Dunn, Larson, Wagner <br />Mayor Johnston called the workshop to order shortly after 6 PM. He explained that the purpose of <br />the workshop was for the city council to get information on the park plan and to give input into the <br />plan prior to having it come to the city council for approval. He explained that the workshop also <br />provided an opportunity to discuss the park commission's workplan. <br />Chair Steele explained the Park Commission's role in working on a comprehensive park plan. <br />He introduced Richard Grey and Berry Farrington, park planning consultants. <br />The consultants described the key aspects of the park plan. <br />In response to input and ideas from the city council, the Commissioner Steele and the council <br />agreed that all input following the meeting could be emailed to Commissioner Steele for his <br />consideration and inclusion. He will, then, bring this input back to the park commission as they <br />finalize the plan and move it forward to the planning commission and to the city council. <br />A wide variety of park and open space related topics were discussed. Of particular note is the <br />role and fit of an athletic complex in the Village area as identified on the masterplan with 25 <br />acres. The consultants explained that it is estimated that the city needs 8 fields, of which two are <br />existing, they described some of the locations. The city council discussed that these locations will <br />be revisited to make sure that there is not too much noise, traffic, parking and disruption created. <br />The future role of Sunfish Lake park was also discussed. <br />The 2007 work plan was discussed. <br />- the completion of the park plan <br />- the implementation of some of the trails in the trail plan <br />- Sunfish Lake Park being dedicated to the Land Trust for future protection as a natural <br />resource <br />- review of existing parks for future development needs and opportunities <br />o including returning with a neighborhood park planning process for Height Park <br />- understanding and ideas about the use of the buffer and green area around the Village <br />Mayor Johnston concluded the workshop shortly after 8 PM. <br />Notes taken by Susan Hoyt <br />
