MINUTES APPROVED: November 5, 2007 <br />City of Lake Elmo <br />Special City Council Meeting Minutes <br />October 11, 2007 <br />Mayor Johnston called the meeting to order at 7 p.m. in Fire Station No. I <br />PRESENT: DeLapp, Johnson, Park (arrived 7:04 p.m.), City Engineers Jack Griffin and <br />Ryan Stempski, City Attorney Filla, Finance Director Tom Bouthilet and City Clerk <br />Sharon Lumby <br />AGENDA: <br />Motion: Council Member DeLapp moved to approve the October 11, 2007 Special City <br />Council Meeting agenda. Council Member Johnson seconded the motion. The motion <br />passed unanimously. <br />PUBLIC HEARING: Adopt Final Assessment Roll for the 2006 Minnesota State Aid <br />(MSA) Resurfacing Project; Resolution No. 2007-073 <br />City Engineer; Jack Griffin, reported the City Council is being asked to conduct the final <br />assessment hearing and adopt the final assessment roll for the 2006 Minnesota State <br />(Aid) Resurfacing. The project includes resurfacing streets with a bituminous overlay for <br />45th Street from Jane road to Julep Avenue, Julep Avenue from 451t' Street to Keats <br />Avenue, and 47th Street from Keats Avenue to Kimbro Avenue. <br />The total cost of the improvements will be $244,127.62; with the city cost participation in <br />the amount of $218,479.62 and the amount assessed against benefited property owners is <br />$25,648.00. For this project, all properties are RAD, and have a proposed assessment <br />rate for this project of $1,832.00 per buildable lot. There are 14 assessable units on this <br />project <br />Mayor Johnston opened the public hearing at 7:07 p.m. <br />There was no one to speak for or against the final assessment. <br />Mayor Johnston closed the public hearing at 7:08 p.m. <br />Motion: Council Member Johnson moved to adopt Resolution No. 2007-073 adopting <br />the final assessment roll for the 2006 Minnesota State Aid (MSA) Resurfacing project. <br />Council Member Park seconded the motion.
