MINUTES APPROVED: November 5, 2007 <br />City of Lake Elmo <br />City Council Meeting Minutes <br />October 16, 2007 <br />Mayor Johnston called the meeting to order at 7 p.m. <br />Everyone joined in the Pledge of Allegiance. <br />Present: Mayor Johnston, Council Members DeLapp, Johnson, Park and Smith. <br />Also Present: City Administrator Hoyt, Finance Director Bouthilet, City Attorney Filla, <br />Senior Planner Gozola, City Engineer Griffin, and City Clerk Lumby. <br />Approval of Agenda: <br />Motion: Council Member Johnson moved approval of the October 16, 2007 agenda as <br />amended with equipment modification purchase of hydraulic rear buffer brace added to <br />the consent agenda. Council Member Park seconded the motion. The motion passed <br />unanimously. <br />Motion: Council Member DeLapp moved that the Final Plat of Whistling Valley 3.d <br />Addition is moved up under the Consent Agenda. Mayor Johnston seconded the motion. <br />Mayor Johnston and Council Members Park, DeLapp voted for the motion with Council <br />Member Johnson and Smith voting against because the Council should follow the <br />adopted policy for agenda items. <br />Mayor Johnston reviewed the City Council adopted ground rules and order of business. <br />APPROVE MINUTES: October 2, 2007 <br />Mayor Johnston and Council Member Smith asked that their statements which were <br />outlined in the issues provided by Todd Williams, People Preserving Lake Elmo, be <br />removed because they were inaccurate. <br />Approval of the amended October 2, 2007 minutes was accepted by consensus. <br />PUBLIC COMMENTS/INQUIRIES: <br />Allie Raven, 9399 Lake Jane Trail, expressed concern about the removal of the `No <br />Sewer' yard signs on Lake Elmo Avenue. Ms. Raven was informed that Washington <br />County Public Works removed these signs because they were in the County right-of-way, <br />Ms. Raven said the proposed Village redevelopment plan is a very large and r <br />comprehensive, but required more resident input. <br />Todd Williams, 3025 Lake Elmo Avenue N., asked if the 15 issues listed in his October <br />2nd presentation be included as an attachment to the October 2"d Council minutes.
