C. Clarification of setbacks for Tana Ridge and Fields of St.Croix 2"d Addition <br />M/S/P DeLapp/Siedow - to move this item before item 8B. (Motion passed 4-0.) Council member Dunn <br />stepped out to ease her bad back when the vote was taken. <br />Administrator Kueffner said this was an oversight on the staff s part. The developers maintain that since <br />the OP project plans were approved, those plans show the reduce setbacks. The City Attorney has advised <br />that since there was not specific approval of reduced setbacks, including Findings in support to those <br />variations from OP standards, we have no clear authority to issue permits for homes with the reduced <br />setbacks. The Council was asked for direction in this matter. <br />M/S/P DeLapp/Siedow — to adopt Resolution 2000-015, A Resolution amending Resolution No. 99-57 <br />Adopting the Open Space Development Stage Plan of Tana Ridge. (Motion passed 4-lArmstrong: 5' <br />setback from garage should not be in a rural atmosphere.) <br />M/S/P DeLapp/Siedow — to adopt Resolution No. 2000-016, A Resolution amending Resolution No. 99-60 <br />adopting the Open Space Development Stage Plan of the Fields of St.Croix 2"d Addition. (Motion passed <br />4-1:Armstrong — Against the transfer of 17 units from one development to another.) <br />9 CITY ATTORNEY'S REPORT— Informational <br />Attorney Filla provided an opinion, which is stated on the coversheet, regarding the concern over the use of <br />e-mail and its effect on the Open Meeting Rules. <br />10 CITY COUNCIL REPORTS <br />Park walk through April 25 and 26 Youth Service Bureau and Big Brother and Sisters on Monday, <br />August 28. Mayor Hunt recommended the staff calling a temporary agency for someone to sit and answer <br />phones on a short-term emergency basis because we are short-staffed at City Hall. <br />Council member Dunn met a resident who lived in Parkview Estates to look at the proposed Tjosvold- <br />Zehrer development adjoining this property. She noted VBWD minutes redevelopments in LE. <br />11. UNFINISHED BUSINESS: <br />12. NEW BUSINESS <br />13 CITY ADMINISTRATOR'S REPORT <br />A. League of Cities Annual Conference <br />The League of Minnesota Cities Annual Conference will be held in St. Cloud from June 13-16. If the <br />Council plans on going, they should contact the City Administrator.
