APPROVED <br />Lake Elmo <br />City Council <br />Meeting Minutes <br />Tuesday, June 20, 2000 <br />Mayor Lee Hunt called the meeting to order at 7:00 p.m. in the Council Chambers of City Hall, 3800 <br />Laverne Avenue North, Lake Elmo, Minnesota. Present: Council Members Armstrong, DeLapp, <br />Dunn and Siedow. Also present: City Administrator Kueffner, City Planner/Assistant City <br />Administrator Dillerud, City Attorney Filla, City Engineer Prew, Maintenance Supervisor Olinger, <br />Parks Supervisor Bouthilet and Building Official/Code Enforcement Officer McNamara. <br />Pledge of Allegiance <br />1. Agenda <br />M/S/P DeLapp/Armstrong - to approve the agenda, as amended. <br />(Motion Passed 4-0). Dunn arrived after this vote. <br />2. Minutes -June 6, 2000 <br />M/S/P DeLapp/Armstrong - to approve the minutes, as amended. <br />(Motion Passed 5-0). <br />3. Claims <br />M/S/P DeLapp/Siedow - to approve the claims, as presented, noting the council receipt <br />of the 4 month City Budget. <br />(Motion Passed 5-0). <br />4. Public Inquiries/Informational <br />4.A Amendment to the VBWD 1995 Water Management Plan: Dave Bucheck <br />Dave Bucheck opened his presentation by stating that BWSR had requested an amendment to the <br />current plan. He noted the wide application of the review improves cost efficiency of the project. <br />He discussed the current status of following land -locked lakes: SunnyBrook, Goetchel Pond, <br />Cloverdale/McDonald, Downs, and Fahlstrom Pond. He explained that even though current water <br />levels are low, the lakes might flood again if action is not taken. He reviewed the plan as found in <br />the tables presented. <br />Councilor Dunn asked how many homes in the SunnyBrook area were affected, to which Mr. <br />Bucheck replied, "None, currently, but about a dozen homeowners want to keep the water in <br />Brown's Creek, which is protected." He said VBWD wants to keep communication open with <br />them, and will take another look at the water flow near the Stillwater Area High School site. <br />Councilor DeLapp said the idea of taking Goetchel Pond should not be an issue at all, that is Lake <br />Elmo's rule for developers, and does not like the idea of engineering ponds. "He explained that with <br />the completion the 1% rule, it is unnecessary and that converting a clean spring fed lake into a storm <br />sewer has happened and his pond is environmentally irresponsible, and if Lake Elmo works on an <br />Old Village Plan, with say 50 acres of land becoming an infiltration pond, it will solve the problems <br />with Down's Lake, taking care of things by capturing the water flow. <br />Lake Elmo City Council Minutes Tuesday, June 20, 2000 page 1 <br />
