3. CLAIMS <br />M/S/P Dunn/Siedow - to adopt Resolution No. 2000-024, A Resolution approving the July 18, 2000 <br />Claims, as presented, in the amount of $58,508.06. ( Motion passed 5-0) <br />4. PUBLIC INQUIRIES/INFORMATIONAL <br />A. Public Inquiries <br />6. CONSENT AGENDA <br />A. Lake Elmo Business Association:Resident and Visitor Guide <br />Kitty Rucker, Lake Elmo Business Association, requested a monetary contribution of $500 for four pages <br />of City information for the Lake Elmo Resident and Visitor Guide and support of the project. The 1000 <br />brochures will be completed by October and distributed in essential locations throughout the City and at the <br />Chamber Office. <br />M/S/P Dunn/Siedow —to approve the expenditure of $500 for the Lake Elmo Resident/Visitor Guide and <br />that the money for this be taken out of the taken out of Council Contingency Fund. (Motion passed 5-0) <br />B. Non -Intoxicating Liquor License for Huff N Puff Lake Elmo Jaycees <br />M/S/P DeLapp/Dunn—to waive the fee and approve the non -intoxicating license for HuffN Puff, August <br />10-13, 2000 requested by Todd Carlson, Lake Elmo Jaycees subject to the approval of the Washington <br />County Sheriff and County Attorney. (Motion passed 5-0). <br />C. Application for Village Commission Vacancy Todd Williams <br />M/S/P Dunn/Armstrong - to appoint Todd Williams, 3025 Lake Elmo Avenue N., to the Lake Elmo <br />Village Commission. (Motion passed 5-0). <br />Accept resignation from Mary Moberg <br />M/S/P DeLapp/Dunn - to accept the resignation of Mary Moberg from the Village Commission and direct <br />staff to send her a letter of appreciation. (Motion passed 5-0). <br />M/S/P DeLapp/Armstrong — to direct Planning Commission Chair Armstrong, Village Commission Chair <br />Frost, City Council, staff to hold a public meeting to discuss how the three bodies should work together in <br />the future, set city goals, decide how these goals can be carried out, and then bring to the Council. (Motion <br />passed 5-0.) <br />Planner Dillerud stated he was asked to go through the architectural guidelines and take the weasel words <br />out in order to make the code enforceable. He pointed out that the City of Wayzata has had a set of design <br />guidelines for decades. <br />D. Resolution accepting the feasibility report for 50a' Street Improvement and calling a public <br />hearing <br />The Council asked the City Engineer to look closer at methods for traffic calming, pinch points and curves <br />in the road. Council member DeLapp, provided the engineer with a drawing that incorporates these <br />methods in order to reduce speed on the road. <br />There was discussion on the assessment policy and how the existing developments paid an assessment rate <br />based on current (RR) zoning and not based on future potential zoning (OP).
