LAKE ELMO CITY COUNCIL MINUTES <br />SEPTEMBER 18, 2001 <br />6:10 WORKSHOP Council: Siedow, Dunn, Hunt, Armstrong (arrived 6:15 <br />p.m.), DeLapp (arrived 6:32 p.m.), Administrator Kueffner, and Planner <br />Dillerud. <br />1. Paul Donna, Juran & Moody <br />Finance Director, Terry Berg, is out sick and may not be in until Thursday. <br />Paul Donna provided two scenarios. Council did not want to go out and get a <br />rating. The difference is assessing for turnlanes up front or later. <br />Administrator Kueffiier recommended Scenario B. <br />M/S/P Siedow/Armstrong — to approve Scenario B, as presented by Paul <br />Donna, assume City finance upfront rather than developer pay for turnlanes <br />upfront. At assessment hearing we can determine. (Motion passed 4-0). <br />M/S/P Siedow/Armstrong — to adopt Resolution No 2001-074 approving <br />financing of certain City bonds (State Aid Road and Improvement Bonds). <br />(Motion passed 4-0.) <br />Figures will be filled out at next meeting. Paul Donna stated the average <br />coupon is 4.55, but closer to 4% <br />The Council will hold a workshop on Monday, September 24 at 5:00 p.m. <br />2. Computer Software Presentation <br />John Heckman, CIT Technology Solutions based out of Woodbury, provides <br />Springbrook software for fund accounting and utility billing applications. <br />Terry Berg looked at three other software vendors in the past. <br />Network and software total $75,300. <br />Finance software and training $52,700. <br />Service back up systems. Runs on windows 2000 servers. <br />• Mayor Hunt indicated this would keep us from adding staff in this area. <br />Administrator Kueffner stated the City did not follow the state ledger <br />guidelines. There are no accounts receivable, has not been tracked before <br />and shows up yearly in the audit. Sick days and vacation days are kept <br />track by employees. The big benefit is daily backups. Balances on water <br />bills can be raised by anyone. Staff has not by law provided the Council <br />what is required. <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 18, 2001 <br />
