Mayor Hunt indicated we need to identify issues and make a decision based <br />on facts. The City has no response for Met Council, but will call a workshop <br />with the Planning Commission to review the latest issues regarding Met <br />Council review of the Lake Elmo Plan. <br />M/S/P DeLapp/Siedow - to call a workshop for Tuesday, August 13th, 5:45 <br />to 6:45 p.m., with the Planning Commission, to discuss and receive their <br />reaction to the latest issues regarding Met. Council's review, from the <br />August 6th meeting, of the Lake Elmo plan. Also, to direct the City Planner <br />to request a copy of the recorded transcript or video tape. (Motion passed 4- <br />1:Armstrong: We should tell the Met Council the three options are <br />unacceptable and the City does not want sewer.) <br />Council member DeLapp suggested, as soon as we can, for staff to call the <br />Mayor of Woodbury and request that they be on the Council agenda to make <br />the power point presentation to them. Mayor Hunt agreed to call Woodbury <br />Mayor Hargis. <br />G. Silt Fencing: <br />DeLapp asked if by the next meeting we get a better understanding about the <br />ability for staffing enforcing our ordinances. What might we do to use some <br />of this to correct issues. What is the highest degree of success going to cost <br />us and are there methods to cover our costs. <br />M/S/P DeLapp/Armstrong — to direct city planner begin analysis on silt <br />fencing ordinance and options and cost to enforce the erosion control <br />ordinance to the highest degree and investigate methods to cover our costs. <br />(Motion passed 5-0.) <br />10. CITY ATTORNEY'S REPORT: None <br />A. Ziertman/Sensing Discussion <br />Mayor Hunt received a letter from Mr. Ziertman indicating issues with dogs <br />and garbage. Hunt suggested the ACO, attorney, Washington county sheriff, <br />Code enforcement officer get together for a workshop to discuss issues with <br />property owners. Standards should be set with the ACO and Sheriff for <br />threatening dogs. Any issue will be reported, investigated, council copied, <br />recommend take mediation for problems.
