3. Fence at Parks Building <br />The Parks Supervisor received quotes for an 8-foot fence with privacy slats for the Parks <br />Building. Discussion followed on placement of a lOx 20 tin storage building at a cost <br />under $1,300 within the fenced area. Mayor Hunt mentioned the Fire Dept. will be <br />asking for a 2-stall car garage. No decision will be made on storage buildings until the <br />Community Facilities Committee submits its report. <br />M/S/P Armstrong/Dunn - to approve an 8-foot fence with privacy slats for the Parks <br />Building based on the quote from Quality Fence for $4,840.00, as recommended by the <br />Parks Supervisor. (Motion passed 5-0). <br />Mayor Hunt noted he received an inquiry on permitting mountain biking in Sunfish Park <br />and sent the request to the City for past history. <br />8. CITY ENGINEER'S REPORT: <br />A. Partial Payment Tower Asphalt — Eagle Point Blvd. Phase I <br />M/S/P Siedow/DeLapp - to adopt Resolution No. 2002-051 authorizing Partial Payment <br />No. 2 in the amount of $41,654.00 to Tower Asphalt, based on a favorable <br />recommendation by the City Engineer. (Motion passed 5-0). <br />B. Escrow Reduction: United Properties for Eagle Point Business Park, <br />3rd Addition <br />M/S/P Dunn/DeLapp - to adopt Resolution No. 2002-052 approving the escrow reduction <br />for Eagle Point Business Park Phase III pursuant to the favorable recommendation of the <br />City Engineer in his May 29, 2002 memo. (Motion passed 5-0). <br />9. PLANNING. LAND USE & ZONING: <br />A. Sunfish Ponds Open Space Concept Plan <br />The City Planner reported the applicant, St.CroixLand/Wier, has presented a new <br />Concept Plan for a modified site, but again for 16 lots on 40 acres. The site modification <br />is an adjustment of the proposed east property line of the site to square off that project <br />boundary, eliminating the "panhandle" of the previous Concept Plan, but maintaining the <br />40 acre site area. In addition the applicant has modified the site arrangement to <br />incorporate the design conditions recommended by the Planning Commission with the <br />previous Concept Plan; and has added significant forestation to better screen this <br />essentially treeless site. <br />The City Attorney has advised that since this is a concept plan only, such a procedure <br />would be acceptable. The public hearing was noticed in the Stillwater Gazette and the <br />property owners within the 350 feet of the site have been notified. <br />LAKE ELMO CITY COUNCIL MINUTES JUNE 4, 2002 <br />
