Council member DeLapp asked how is staff going to enforce these
regulations... would it be by giving out a copy of the ordinance with each
building permit or at the time of granting an occupancy permit?
M/S/P Dunn/Siedow — to adopt Ordinance No. 97-113, Initiating Level 1 of
the City's Water Conservation Plan, and repealing Resolution No. 2002-061.
(Motion passed 4-1: DeLapp: There is no method of enforcement or
staffing issues.)
A. (2) Rent or Buy — Patching Trailer
It was reported that the cost for renting a patching trailer is $750 a week, and
the crew would need it for two weeks in the spring and two weeks in the fall.
The trailer can be purchased under the State contract for under $10,000.
The Maintenance Foreman indicated that if we owned our own trailer, it
would allow the crew to work sporadically through the summer to fix
potholes or do patching when the problems appear rather than waiting until a
time specific in the spring and fall.
The City Administrator noted that Dan Olinger's request was reasonable,
and supported his recommendation. There is $17,162.02 in the Maintenance
Department's Equipment Parts and Repairs Budget.
M/S/P Dunn/Siedow — to approve purchase of patching trailer under the
State Contract for under $10,000. ( Motion passed 5-0.)
Air Conditioning for Bobcat
The City is on a program where we trade in our Bobcat every year for a new
one, at a cost of between $1,500 and $2,000. If the City paid an additional
$1,500 now (the cost of the air conditioner) when we do our trade-in, we
will get one with an air conditioning unit. Council member Siedow thought
the purchase of this kind of equipment should have been given to MAC for
them to come back to the Council with a recommendation.
The City Administrator noted that Dan Olinger's request was reasonable and
supported his recommendation. There is $17,162.02 in the Maintenance
Department's Equipment Parts and Repairs Budget, so there is money to
make both purchases.
LAKE ELMO CITY COUNCIL MNUTES AUGUST 6, 2002 4
