Mike Bouthilet reported a part-time summer parks employee has resigned <br />and asked if he could rehire William Leary to finish off the mowing season <br />for one month and a half. Mr. Leary had been off for medical reasons. <br />Mayor Hunt asked if we could get a doctor's release. <br />M/S/P Siedow/Dunn —to hire William Leary, $10/Hr., for the remainder of <br />the summer as a part-time summer parks person; subject to receiving a <br />release from his doctor or therapist stating he can perform the work involved <br />with park maintenance. (Motion passed 5-0). <br />C.Relief Association Schedule I and II for Lump Sum Pension <br />Plans for Reporting Year 2002 <br />Brad Winkels, Fire Dept. Relief Assoc., provided the City with the Relief <br />Association Schedules I and II for Lump Sum Pension Plans for Reporting <br />Year 2002. The City will contribute $22,588 to this account. Council <br />member DeLapp asked why the City budget should be a backup for risky <br />investments when the fund could have made 5-6% risk free. The Finance <br />Director will contact Brad Winkels to discuss this potential funding in the <br />budget. <br />8. CITY ENGINEER'S REPORT: <br />A. Deer Pond Trail Drainage Problem <br />The City Engineer reported an overlay project a few years ago reduced the <br />curb height along this section of street. This lower curb now allows runoff <br />from the street to leave the gutter uphill from this property at the <br />neighboring driveway and travel behind the curb and across his driveway <br />and yard, to the ditch along Hidden Bay Trail. It appears that there may <br />have been a ditch along Deer Pond Trail at one time that may have taken <br />care of this runoff, but appears this ditch has become filled in. <br />The Administrator has talked to the owner of this property, and he claims <br />that his complaint goes back at least 5 years and that the drainage has caused <br />damage to a newer septic system. The property owner has done some <br />construction in the right-of-way, installation of a new retaining wall and <br />landscaping, which inhibits the restoration of the ditch instead of the <br />proposed pipe <br />LAKE ELMO CITY COUNCIL MNUTES AUGUST 6, 2002 6 <br />
