M/S/P DeLapp/Siedow — to adopt Resolution No. 2002-107 approving placement of the <br />detached garage nearer the front lot line than the principal structure for Ivan Skoog, 8573 <br />Hidden Bay Trail. (Motion passed 4-1:Armstrong: the garage is too big). <br />D. Resolution 2002-108 Metropolitan Council -Comp Plan <br />As directed by the Council, the City Planner prepared a draft of a resolution to be adopted <br />by the Council advising other governmental units in the 7 County Metro area of what has <br />happened to Lake Elmo, why that happened; and what the Met Council's decision <br />regarding Lake Elmo could mean for the other local units in the future on most any policy <br />matter that METC might choose to become involved in. <br />Mayor Hunt provided a cover letter to go to the communities. The resolution will be sent <br />to the Legislative Commission of Local Govt. <br />M/S/P Dmm/DeLapp — to adopt Resolution No. 2002-108, as presented by the City <br />Planner. (Motion passed 5-0.) Council member Siedow stated it's too bad we have to get <br />to this point because he would have liked to have worked with the Met Co. He did not <br />believe the Met Council should have the total say in how the City should develop. <br />Attorney Filla had contacted a select few area attorneys that are noted for their land use <br />experience and expertise. While most of those individuals are well aware of the Lake <br />Elmo/METC issues, and appear interested in representing the City and were investigating <br />potential professional conflict with other clients and/or cases with which they are <br />involved before indicating their interest in representing Lake Elmo. The Council will <br />hold a special meeting next week to interview three land use attorneys and asked them <br />how they could defend the City. <br />The Council set up a workshop for October 8 at 5:15 to interview the land use attorneys. <br />This will be before the Finance Committee meeting. <br />10. CITY COUNCIL REPORTS: <br />Mayor Hunt: Formation of Facilities Committee <br />The Committee's job would be to take apart the Community Facilities study and <br />determine what kind of facility should we have and what are the priorities. <br />M/S/P Dunn/Hunt - to appoint Council members DeLapp and Siedow on the Facilities <br />Committee. Motion passed 5-0.) <br />M/S/P Dunn/DeLapp - to form a five person Facilities Committee-- 2 from the Planning <br />Commission and one from the MAC and possibly a Parks Commission rep.
