6. NEW BUSINESS: <br />A. Invisible fencing: This item will be placed back on a Council agenda after the City <br />obtains sample resolutions on invisible fencing from other cities. Staff will check <br />invisible fencing regulations with the League of MN Cities and with the Humane Society. <br />M/S/P Dunn/DeLapp — to direct the staff to acquire an ordinance on invisible fencing, <br />regulations on the use of that technology from other communities, the League of MN <br />Cities and the Humane Society for the November 19tt' meeting. Then the Planning <br />Commission will review the information (Motion passed 4-0). <br />7. MAINTENANCE/PARK/FIRE/BUILDING: <br />A. Update on Maintenance Dept. Informational <br />Public Works: Mike Bouthilet reported on the following: <br />Gravel for 50tt' St. <br />He checked on the budget for adding gravel to 50tt' Street. There was a line item <br />designated "Street Maintenance Materials" that was funded at $22,500. As of July 31 st <br />$16,991 was remaining. The only additional expenditures since the end of July would be <br />for some asphalt for patching. <br />M/S/P Dunn/Armstrong — to approve the gravel program for 50th Street, 55t" turnarounds <br />and alley by Carpet Shop in the amount at $2,100 as laid out by Mike Bouthilet. (Motion <br />passed 4-0.) <br />Alley by Carpet Shop <br />Public Works is working on a permanent solution. River Valley Catering has caused a <br />drainage problem and the City will probably 40 have to do something before winter. <br />New utility poles have been installed in the alley. The old poles have not been removed. <br />Mike will find out why they left the half pole when they installed a new utility pole by <br />Cotmcilmember Siedow's house. <br />The crescent on 301' Street: —Council member DeLapp brought up drainage issues and <br />requested that the developer grade the sites correctly. DeLapp said these concerns were <br />submitted to the City Planner and City Engineer. It was also noted that the site distance <br />made it difficult for drivers to take a left. Council member Armstrong asked what could <br />the City do about this. The City Engineer stated the site distance has met the state <br />guidelines and the speed limit is 30 mph. <br />M/S/P Dunn/DeLapp — to direct the staff to visit the crescent on Heritage Farms, <br />particularly on a wet day and talk to residents about the water problems. (Motion passed <br />4-1:Armstrong felt the developer of Heritage Farm should have to pay for any drainage <br />correction.) <br />8. CITY ENGINEER'S REPORT: <br />Tom Prew reported work started today on the drainage problem on Hidden Bay Trail. <br />Prew will talk to contractor about starting the roof repair on the Fire Station, <br />LAKE ELMO CITY COUNCIL MINUTES OCTOBER 15, 2002 6 <br />
