C. Amend Parking Regulations — Lake Elmo Avenue <br />Edward Jones Company, a tenant of the Joe Bush building at 3537 Lake Elmo Avenue, <br />requested installation of time limited parking along the Lake Elmo Avenue frontage of <br />the Bush Building. Requested is a 120 foot northerly extension of the regulated parking <br />zone that now exists on the east side of Lake Elmo Avenue. John Mead, Investment Rep. <br />of Edward Jones, explained the existing parking limit to the south is "One Hour" and a <br />"90 Minute" zone is requested in this case. Mr. Mead thought 90 minutes would be long <br />enough to conduct business. Mr. Mead stated he copied Joe Bush his request and <br />Mr. Bush seemed indifferent to the request. According to Mr. Mead, the other affected <br />property owner to the north, was supportive. <br />M/S/P Dunn/Siedow — to request the Washington County Board to establish a "90 Minute <br />Parking" zone on the east side of Lake Elmo Avenue for a distance of 120 feet from the <br />north end of the existing "One Hour" parking zone. The City Planner stated Washington <br />County will pay for the sign replacement. (Motion passed 5-0.) <br />10. CITY ATTORNEY'S REPORT: None <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. Invisible fencing: <br />The City Administrator.provided invisible fence information from other cities and Steve <br />Ziertman's letter with comments and concerns on the use of invisible fencing. The <br />Council would like wording added to make sure our residents are safe when invisible <br />fencing is being used. Rod Sessing asked if there is only one chance given is that one <br />chance per year or one chance in a lifetime and suggested these regulations be added for <br />all type of fences. Mr. Sessing asked to be included in drafting the ordinance. <br />M/S/P Siedow/Dunn — to pass information along to the City Administrator and direct the <br />City Administrator, Animal Control Officer, City Attorney, to draft an ordinance on <br />animal containment. This draft ordinance will not go to the PZ, but will come directly to <br />the Council. (Motion passed 5-0.) <br />12. CITY COUNCIL REPORTS: <br />Council member DeLapp stated he received a call from Todd Williams regarding the <br />condition and status of new sidewalks in the Old Village. Planner Dillerud stated TKDA <br />has been hired to do the survey and will present concept plans. There will be a meeting <br />with TKDA to discuss these plans. <br />Council member Dunn reported there was a meeting, tonight, on Baytown/West Lakeland <br />water contamination at Oakland Jr. H.S. <br />The Highway 36 meeting is scheduled for Wednesday at 6 or 6:30 at Washington County <br />Govt.
