Michael Kula, stated he represents the Schiltgens, who are using their property as they <br />feel at current and highest best use. They remain neutral and are willing to work with the <br />city in designing a plan for the old village, urban and rural mix. He suggested the City <br />made sure there is adequate notice for members of the city to communicate of what they <br />find is best was for the City to come up for a plan. He felt it will be through <br />communication and not through a moratorium. <br />Council member Dunn reported she watched a presentation on planning and transfer of <br />density on Comcast, channel 16 which will be available to answer questions. Staff was <br />gong to check to see if they could get a copy and play it on cable TV. <br />Planner Dillerud will provide at the April 15a' Council meeting a Draft Moratorium <br />Development Ordinance that will delineate the area, but he will leave a blank for the term <br />to be inserted. <br />Council member DeLapp indicated a moratorium is needed to be placed into affect. We <br />have one water system, one septic system and water management system, one 20-40 acre <br />lake, a park, senior center, library, and one road to deal with in Highway 5. We are <br />working on a storm water utility and we are working reducing the costs to residents. He <br />said we heard Met Council say 1 house per 20 acres until sewer pipes are installed. The <br />Met Councils intent is to sewer in stages the entire area. We have made a commitment to <br />look at wetland treatment system and look at it as a utility, sewer aspect. He added that <br />the Council owes it to their residents and property owners. <br />Council member Johnston stated he has not seen the need for a moratorium. <br />Council member Siedow stated he is normally against a moratorium because it has a <br />detrimental affect if instituted. The Council will not take the moratorium off until it gets <br />what it wants. <br />Council member Dunn noted this is a moratorium and not a crematorium. The Council <br />has to bring things in the positive light and not the negative light and be open to things <br />and consider a timeline and what is best for the entire community. <br />Mayor Hunt explained the Council talked about something different and unique and make <br />it such that when you develop you will sell out quickly. The City is working on passing a <br />storm water utility.
