Minutes of Lake Elmo Village Council Meeting June 19, 1973 <br />Meeting called to order at 5:05 p.m. by Mayor Brookman. <br />Present: Brookman, Abercrombie, Watson, Shervheim, Park and Mehsikomer. Also <br />Building Insp. Mueller, Counsel Raleigh and Engineer Bonestroo. <br />Absent: Lehart Friedrich <br />Members of the VBWD (Valley Branch Watershed District) met with council to discuss <br />high water problem. Members present were Al Horning, Frank Franta, Eugene <br />Moynagh and Maynard Eder. <br />Mr. Franta advised that in an informal discussion with Art Schaefer and Idor <br />Pederson of the County Board of Commissioners it was suggested that the problem <br />of funding a $31,000 drainage study may be a county problem. It was further <br />suggested that the VBWD petition Washington County Board of Commissioners relative <br />to funding this necessary study. <br />Engineer Bonestroo advised that there have been other instances where this problem <br />has been presented to county boards. There is at least one case where the county <br />board looked favorably on such a request and funded it out of Revenue Sharring. <br />Motion by C. Shervheim second by C. Watson that we inform the VBWD to withhold <br />any further action, at this time, on the original petition. Further that we <br />encourage the VBWD to approach the Washington County Board of Commissioners <br />regarding the overall watershed plan and asking their assistance in funding <br />since it is a county problem. Motion carried 4 - 0. C. Friedrich absent. <br />Motion by C. Watson second by C. Abercrombie authorizing Engineer Bonestroo to <br />arrange for testing of the water in Lake Jane by Twin City Testing. <br />Motion carried 4 - 0. <br />Motion by C. Shervheim second by C. Watson that we deal harshly with sceptic systems <br />that are in violation of state and / or local regulations. Further that wherever <br />we are aware of possible violation we have Engineer Bonestroo investigate. <br />Those which are questionable now should be checked out and tested with engineer <br />to report all violations to counsel who will direct a letter to resident advising <br />him of action to be taken. If voluntary corrective action is not taken in a <br />reasonable length of time legal action will be instigated. The same procedure <br />should be followed for each violation as we become aware of it. <br />Motion carried 4 - 0. <br />Motion by C. Shervheim second by C. Abercrombie to approve expenditure of up <br />to $2500 for pumping from Lake Jane into Berschen's Pond to see if there is <br />hydrostatic pressure. Council approval subject to following conditions. <br />1. Approval of VBWD; 2. Approval of Dept. of Nautral Resources, <br />State of Minn.' 3. Approval of involved land owners; and 4. <br />Assurance that level will be controlled so there will be no damage <br />to trees or sceptic systems that could be in new ponding area. <br />Motion carried 4 - 0. <br />Meeting recessed at 6:30 p.m. <br />Meeting reconvened at 7:30 p.m. C. Friedrick present. <br />Engineer Bonestroo advised that the estimated cost for seal coating (Eagle Point <br />Rd., Hill Trail, N., HarvesterAve., Lake Jane Court, Lake Jane Drive, Lake Jane <br />Rd., and 31st. St.) was $8500. Also that resurfacing of 32nd. St. No., partially <br />damaged by watermain break was $4500. <br />
