MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING AUGUST 20,1974 Pg, 1 Meeting called to order at 5:09PM by Mayor Eder. Present: Eder, Abercrombie, Pott and Brookman. Absent: Shervheim. Also present: Bldg. Insp. Mueller, Counsel Raleigh, Engineer Bonestroo and PZC members Lyons and Williams. Gerald Beach: Discussion regarding a disposal site for disposal of trees destroyed by Tree Dutch Elm Disease and Oak Wilt. Inspector Motion by C.Pott 2nd by C. Abercrombie instructing clerk to write letter to Washington County Board advising that Lake Elmo is interested in neg- otiating a 99 year lease for the landfill property with the provision that the property be used, in part, by the adjacent communities as a collection and transfer site for trees affected by Dutch Elm and Oak Wilt. Carried 4-0 Councilman Shervheim absent. Motion by C.Pott 2nd by C.Abercrombie authorizing Mr. Beach to negotiate with state to have seedlings available next spring (April 15,1975 tent- ative date) for distribution to Lake Elmo residents. Assortment of 10,000 mixed trees. Carried 4-0. PZC Appointment: Motion by C. Abercrombie 2nd by C.Brookman to approve the appoint- ment of Eugene Froehner 3490 Kelvin Ave.Lake Elmo (777-5962) to serve out the unexpired term of member TomTorseth (thru Dec.31, 1975) of the PZC. Carried 4-0. Police Protection: Motion by C. Pott 2nd by C.Brookman to approve the appointment of Mr. Len Kirvida 7718 lOth Ave N. Lake Elmo (739-0057) to the Police Study Committee. Carried 4-0. Clerk instructed to write Police Study Committee Chairman L.N.Scotty Lyall and request that the committee meet and come up with a current recommendation. Two basic reasons for request are budget purposes and opinion of some of the council members that we should consider increas- ing our coverage. Report requested by meeting of September 17, 1974 or September 3,1974 if possible. Minutes: Page 1 Lundholm-insert "Mr. Lundholm stated that he intentionally started his house without first taking out the required permits. Page. 2 Lindbeck- Name of the individual is Bob Olsen not Bob Brown. Motion by C.Brookman 2nd by C. Abercrombie to approve the minutes of the August 6, 1974 meeting as amended. Carried 4-0. RECESSED AT 6:30 PM. RECONVENED AT 7:30 PM Gerald Wallace NSP: Presentation regarding proposed natural gas line along the rr right of way and sub -station buildings for NSP and Northern Natural Gas Co. NSP has option on property currently owned by W.Hutchins. Counsel to determine if platting of property is required and advise Mr. Wallace. Mr.Wallace will attempt to get everything together for review of council at the Sept.3, 1974 meeting.
