,MINUTES OF THE LAKE ELMO CITY COUNCIL, MEETING €3EPTEM13ER 3, 1974. Pg. 1 <br />Meeting called to order at 7:37 PM by Mayor Eder. <br />Present: Eder, Abercrombie, Shervheim, Pott and Brockman. <br />Also present: Bldg. Insp.Mueller, Counsel Raleigh, Engineers Bonestroo <br />( 9:OOPM.) and Noyes and PZC members Johnson, Lyons, <br />Sovereign and Williams and Sewer Insp. Wier, <br />Hedberg C. Brockman presented Resolution R74-29 denying variance <br />Resolution from the subdivision and zoning ordinances of the city <br />R74-29 for the purpose of building on the North half of Tract A, <br />Registered Land Survey 46 and asked council agreement. <br />Carried 5-0. <br />Jim Griffin J&W Boat Works: Wants to remove excess soil which was <br />stockpiled when the building was originally built. <br />Mr. Griffin claimed that after excess was removed property <br />would be graded from 0 level to 20 ft. and slope seeded. <br />Mayor Eder advised Mr. Griffin to stop at City Office on <br />9/4/74 and obtain an outline showing all the questions he <br />will be required to answer. He can pay the required $25.00 <br />fee and set up to be on the PZC agenda. Copy of proposal. <br />to Engineer Bonestroo <br />Septic Tanks There -are still 23 septic systems in the trouble area.in <br />Tri-•Lakes Tri-lakes. Motion by C. Shervheim 2nd by C. Brookman <br />authorizing fNspector Wier and Engineer Noyes to evaluate <br />and recommend a system they feel will work. The tough ones <br />should be directed back to the city council. System to <br />include, if necessary, maintenance and testing requirements. <br />Carried 5-0. <br />Tony Friedrich -White Hat Restaurant--- 3.2 and setup license. .Conrad Adams <br />owner of property did not object to license.. Building has <br />facilities in the basement to accommodate up to 60 people. <br />Use of license would be for private parties only. Question <br />raised regarding distance of restaurant from school. <br />Motion by C. Shervheim 2nd by C. Brookman to withhold action <br />until counsel has determined if restaurant is too close to <br />school but to indicate a tendency to approve i_g cleared by <br />Liquor Control Commission. In favor Abercrombie, Shervheim,. <br />and Brookman. Against C. Pott. Mayor Eder abstained. <br />Carried 3-1. <br />Tree Inspector -Gerald Beach-- Requests council to make decision on the <br />recommended control zones. Council will act on it at next <br />meeting. Dick Johnson advised he had read council minutes <br />of Augt. 20, 1974 and objected to the city considering land- <br />fill. as a site for storing or disposing of diseased trees. <br />Mr. Beach requested and received approval. to meet with <br />council at the first meeting of the month only. <br />
