MEMORANDUM <br />October 15, 1974 <br />To: Lake Elmo Village Council <br />From: Lloyd Shervbeim <br />Subject: Items too late for agenda <br />The following items for consideration arose over the weekend too late for inclusion <br />in the agenda for the October 15 meeting: <br />/1. Joe Rogers would like a triangle of land in the southeast corner,of the village <br />park which is across the street from the Fire Hall, and has left with Don <br />Raleigh a rather elaborate drawing showing the location of the desired tri- <br />angle. The use to which he would put it, after grading and blacktopping, <br />would be to provide daytime parking for his errployees, leaving it open and <br />available for village use evenings and weekend:;. He contemplates fee <br />ownership, but could probably be persuaded to take a medium to long term <br />lease. After viewing the terrain, and considering the trade-offs we would <br />get in the bargain, I no longer have a strong objection to considering his <br />proposal, and if the Council has no objection, .i would suggest that I be <br />authorized to negotiate with him and bring back a proposal for Council con- <br />sideration. <br />/2-. The park land which we are purchasing from Lehart Friedrich is not all <br />wooded, but has about 7 acres of hay land and 16 acres of open field:` A- <br />-- - - sizeable washout exists on the portion which was farmed this year, and, <br />after discussing this, and our obligation move some fences, with Lehart <br />over the weekend, I would like the reaction of the Council to the following: <br />a. Since it is not likely we will be developing this land in the next year or <br />two, I would like to negotiate with Lehart to farm and care for the open <br />land. I am told that yearly cash rent on good farm land in this area <br />ranges from $15 to $30 per acre, and would expect to negotiate a price <br />which is fair to Lehart and to the village, presumably in that range. <br />b. On the washout, if we could take the village backhoe, it would take only <br />a few buckets to fill the deepest part (the washout is 6 - 8 feet deep at <br />one point), and a plow would then fill it sufficiently to farm next spring. <br />c. The fence that we are obligated to install is already on the property, and <br />was installed by Lehart recently -- new woven wire with steel and wooden. <br />l posts.
