Minutes of the Lake Elmo City Council Meeting October 29, 1974 pg.l <br />Meeting called to order at 7:30PM by Mayor Eder. <br />Present: Eder,Abercrombie, Shervheim, Pott and Brookman. <br />Also present:Bldg. Insp. Mueller, Counsel Raleigh, Engineer Bonestroo,PZC Member <br />Lyons,Village Employees Richert & Wier, and members of the Park Advisory <br />Committee-Dau, Johnson, Morgan, Neilsen & Trudeau. <br />Dog Licenses:Motion by C.Pott 2nd by C. Shervheim to amend Section 1402 of the Municipal <br />Code. Fee schedule to be $2.00 for altered animals and $4.00 for unaltered <br />animals. 1975 license will cover the calendar year; therefore anyone pro- <br />ducing evidence of a 1974 license will be billed at 50% of the 1975 rate. <br />Carried 4-0. Amending Ordinance #7403. <br />Snowplowing:C.Pott requested and received approval to publish requests for snowplowing <br />services in the official city newspaper and for the clerk to send separate <br />notices to L.Friedrich, F.Oehlke and P.Emerson. <br />Water Tower:Motion by C.Shervheim 2nd by C.Brookman authorizing engineer to prepare bids <br />for repainting water tower in the spring of 1975. No change in color. <br />Carried 5-0. <br />Motion by C.Abercrombie 2nd by C.Brookman authorizing engineer to draw up <br />specifications for a 7 foot fence topped with three strands of barbed wire <br />around the water tower. Carried 5-0. <br />Minutes: Corrections:pg.l Helmo Ave. 2nd line insert words additional and maximum <br />as follows:"Dreher condemnation award up to $3,500.00 additional <br />($38,500.00 maximum)with no commitment". <br />Change vote to 4-1 with C.Abercrombie against. <br />pg.2 Benson -Auger Remove 2nd Shervheim. <br />pg.2 Hunting Change Amendment # from 7403 to 7402. <br />Motion by C.Brookman 2nd by C.Shervheim to approve minutes of the October <br />15,1974 meeting as amended. Carried 5-0. <br />Mrs.Carl Paul: 9369 Jane Road North- Appeared before the council and advised that any <br />requirement to change her septic system would create a hardship which would <br />result in there having to sell the home and move out. House was built in <br />1956 and never known to cause a problem. Only two occupants in the house. <br />Engineer pointed out this was one of the lowest systems in the area. <br />Motion by C.Shervheim 2nd by C.Brookman to conduct the dye test and check <br />alternatives and discuss again at the next regular meeting. Carried 5-0. <br />Mini -Park: The Park Advisory Committee thru Chairman Dave Morgan expressed their <br />reasons for unanimously recommending approval of a mini -park on the old <br />town hall site and asked the council to reconsider its decision. Realane <br />Kupferschmidt and Cynthia Szczech again explained operation of park by <br />the Camp Fire Girls. <br />Motion by C.Brookman 2nd by C.Shervheim to approve the old town hall site <br />for the Camp Fire Girls Mini -Park. Carried 5-0. <br />Park Advisory Committee: Motion by C.Shervheim 2nd by C. Brookman to accept recom- <br />mendation of Committee Chairman Morgan and appoint Allan Martens 3089 <br />Lavern Court and Susan Dunn 11018 Upper 33rd St. North as members of the <br />Park Advisory Committee. Carried 5-0. <br />
