to prevent pollution of ground and surface water until such time as the Metro- <br />politan Sewer Board and other agencies having jurisdiction make it possible <br />for this City to provide sewer service where needed, and until the capital a- <br />vailable to this City for such purposes is sufficient to provide those services. <br />Moreover, an incidental purpose of these ordinances is to provide a quality of <br />design in roads and other subdivision elements which will permit adequate traf- <br />fic flow for private and public vehicles.
