Minutes of the Lake Elmo City Council Meeting January 7, 1975 <br />Meeting called to order at 7:40.PM by Mayor Eder. <br />Present: Mayor Eder, Councilmen Abercrombie,Shervheim & Pott and Council- <br />woman Lyons. <br />Also Present: Bldg. Insp. Mueller, Counsel Raleigh,Engineer Bonestroo and PZC <br />Members Lundquist, Armstrong,Dreher, Froehner, Novak, Sovereign <br />and Williams. <br />Brookman Presentation: Mayor Eder presented retiring Councilman Brookman with <br />a copy of Resolution R74-37 and expressed the gratitude of the <br />entire council for his efforts on behalf of the city of LaXe Elmo. <br />Park Analysis: Councilman Shervheim expressed concern over attitude changes <br />externally regarding park expansion in Lake Elmo. He recommended <br />that Lake Elmo prepare an overall park policy and volunteered to <br />work on such a policy in conjunction with city Counsel Raleigh. <br />Motion by Councilman Abercrombie 2nd by Councilwoman Lyons <br />authorizing Councilman Shervheim and Counsel Raleigh to prepare <br />a draft of a park policy and distribute to members of the council <br />and appropriate groups for comments. Carried 4-0 with Council- <br />man Shervheim abstaining. <br />Animal Control:Motion by Councilman Shervheim 2nd by Councilman Pott to approve <br />request of Mayor to spend money necessary to increase animal <br />patrol for January & February and attempt to reduce the dog <br />problem. Carried 5-0. <br />Police Protection:Councilman Abercrombie advised that the police contract has <br />not been received from the sheriffs office. 1975 rates are <br />increased by 15% over 1974 contract prices. <br />Water Pump: Councilman Abercrombie advised that the water pump had not been <br />pulled and inspected for six years; inspection due. Requested <br />permission to pull pump starting February 3, 1975. Inspection <br />and work may tape from 1 to 3 days. <br />Motion by Councilman Pott 2nd by Councilman Abercrombie to set <br />February 3,1975 as date for pulling the pump. Notification to be <br />sent to all customers notifying them that pump will be pulled <br />and request conserving efforts during this period. Carried 5-0. <br />Hwy 70 Councilwoman Lyons voiced disapproval of bump on Hwy 70 at end of <br />new construction. Engineer stated he didn't know why they did not <br />feather this out. Engineer will contact the highway department. <br />Facility Planning Report:Metro Sewer Board represented by Ray Paine, Ken Bombach <br />Cathy Dennison, Carl Barrandt & Peggy Reichert. Joe Anderlik of <br />Bonestroo, Rosene & Anderlik made the presentation. The final of <br />the preliminary report has to be submitted to the Metro Sewer <br />Board by March 1, 1975. Mr. Paine explained that EPA regulations <br />require that public hearings be scheduled. The next meeting will <br />probably be scheduled the end of February. <br />
