MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING JUNE 3, 1975 pg. 2 <br />Police Committee:Several items were discussed with the recommendation that they be <br />referred to the Police Study Committee for consideration. 1.Curfew, 2. <br />Horses on roadway & 3.Restrictions and requirement of a permit for <br />gatherings of 150 or more. Officer Furstenberg suggested regulations <br />for numbering on mail boxes (both sides). When answering a call it <br />sometimes delays arrival because of problem of locating address. <br />Ruth's 1st Addition:Because of a personal interest Councilman Shervheim excused <br />himself. Mr. Shervheim presented plat for approval and advised that PZC <br />had approved without question. <br />Motion by Councilman Pott to approve the final plat subject to the <br />requestors having met all the recommendations listed: City Engineer <br />Bonestroo letter of March 12, 1974, Washington County Planner letter of <br />March 19, 1974, Valley Branch Watershed letter of May 2, 1974 and the <br />requirements of the PZC shown in their minutes of the Meeting March 12, <br />1974. Carried 4-0. with Councilman Shervheim excused. <br />Motion by Councilman Abercrombie second by Councilwoman Lyons to author- <br />ize release of bond after the necessary copies of the final plat are <br />filed with the city office. Carried 4-0 Councilman Shervheim abstained. <br />*(see page 3, Ruth's 1st. Addition) <br />Water tank fencing:Motion by Councilman Pott 2nd by Councilman Abercrombie author- <br />izing clerk to obtain bids for installation of a 10 ft. high fence 50 ft. <br />square around the water tower. Fence to have 3 strands of barb wire. <br />Gate to be 10 ft. wide ( 2 5 ft. sections). Carried 5-0. <br />Demontreville Park Site:Duane Shoden, Department of Fisheries, has indicated an <br />interest in obtaining pond (2 1/2 to 3 1/2 acres) as a rearing pond. <br />Paul Rice, Department of Waters, also advised that he is interested in <br />obtaining 3 - 4 acres for parking and lake access. State will arrange <br />for own appraisal. <br />Motion by Councilman Abercrombie 2nd by Councilman Shervheim to send <br />letter to Mr. Shoden and to Mr. Rice indicating Lake Elmo approval in <br />the proposed acquisition. Carried 5-0. Copy of letter to be sent to <br />Mr. Robert Peterson,Chairman Lake Surface Use Committee. <br />Motion by Councilman Shervheim 2nd by Councilwoman Lyons to proceed <br />with recommendations 1, 2 and 3a of Counsel Raleigh regarding park <br />land in Demontreville Highlands. Carried 5-0. <br />Whitman Park Land:Councilman Shervheim reported that the Whitmans,mentioned $3,000 <br />per -acre for the 10 acres of land designated as potential park site. <br />Council felt this was too high and authorized Councilman Shervheim & <br />Counsel Raleigh to negotiate, offer $2,500 per acre. <br />Claims: Motion by Councilman Abercrombie 2nd by Councilman Shervheim to approve <br />payment of claims 75280 to 75321. Carried 5-0. <br />3.2 License:Motion by Councilman Pott 2nd by Councilman Shervheim to approve issuance <br />of a 3.2 license to the Lake Elmo Volunteer Firemen for their annual <br />street dance on June 27, 1975. Carried 5-0. <br />Minutes: Motion by Councilman Pott 2nd by Councilman Abercrombie to approve the <br />minutes of the May 20, 1975 meeting as submitted. carried 5-0. <br />
