MINUTES OF THE SPECIAL MEETING OF THE 'LAKE ELMO CITY COUNCIL MEETING SEPTEMBER , 1975 <br />Meeting called to order at 7:03 PM by Mayor Eder. <br />Present:Mayor Eder, Councilmen Abercrombie, Shervheim & Pott & Councilwoman Lyons. <br />Also Present:Counsel Raleigh & Engineer Noyes. <br />Y <br />Flood Control;Engineer Noyes advised that Lake Jane had receded from 921.94 to <br />921.67 from Sept.. 2 thru Sept. 9, roughly 3".. <br />He reported that to construct a 30" gravity outlet from Lake Jane to <br />Berschen's Pond would cost approximately $30,000., Based on cost of pumping <br />it would take 3.42 occurances to break even with gravity outlet. Again <br />based on history this type of high water conditions exists only once every <br />25 years. The break even point in terms of time is then.85.5 years. A <br />similar realationship for a lift station from Berschen's Pond to the <br />city park shows a break even time factor of 142 years. Equipment involved <br />in lift station would probably have to be replaced every 25 years,. <br />Mr. Noyes submitted a Flood Control Outline of Study, dated September 2, <br />1975, for consideration. <br />Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve the <br />preliminary concept for the interim plan.
