R-75-41 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION AUTHORIZING CITY OFFICERS TO NEGOTIATE, <br />IN CO-OPERATION WITH VALLEY BRANCH WATERSHED DISTRICT, <br />FOR WATER STORAGr AREAS OUTSIDE CITY BOUNDARIES <br />WHEREAS, the City of Lake Elmo has in the recent past suffered a flood emergency <br />as a result of excessive amounts of surface water flowing in and through the City; and <br />WHEREAS, the Valley Branch Watershed District and the City are now working to <br />implement an Interim Surface Water Control Plan developed by the City; and <br />WHEREAS, this Council finds it would be in the best interests of the City of <br />Lake Elmo and the Valley Branch Watershed District if surface water holding areas <br />were to be established to retain surface waters and limit the potential property <br />damage and safety hazards created by floodingg and <br />WHEREAS, it appears that such holding areas may available to the north and <br />west of the City's boundariess <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council that the City officers includ- <br />ing the Mayor, Engineer and Attorney are authorised to negotiate, in co-operation with <br />the Valley Branch Watershed District, the reservation of water holding areas in adjacent <br />communities to the north and west of the City or in such other locations in the Valley <br />Branch Watershed District boundaries as may be appropriate. <br />MAYNARD L.
