R-76-11 <br />6. The City Council hereby determines that on the basis of the evidence <br />presented to it by its City Engineer, the Valley Branch Watershed District and <br />the Department of Natural Resources: <br />(a) That the present high lake levels and surface water <br />conditions within the City of Lake Elmo are caused by <br />a natural increase in ground water levels as a result <br />of unusually high precipitation in the last few years; <br />and <br />(b) That the emergency flood control measures undertaken <br />by the City in 1975 succeeded in avoiding flood damage <br />by controlling and managing the natural flow of water <br />without altering its ultimate disposition. <br />It is the intention of the City Council that all surface water control measures <br />undertaken as part of the project ordered by this Resolution shall be conducted <br />so as to achieve a similar result. <br />Adopted by the City Council this 23rd day of April, 1976. <br />M and L.
