MINUTES OF CITY OF LAKE ELMO COUNCIL MEETING <br />JANUARY 18, 1977 <br />The meeting was called to order at 5:00 p.m. by Mayor Armstrong. <br />Council members Shervheim, Lyons, Pott and Morgan were present. Also <br />present were Planning Commission members Dreher, Novak, Crombie,Lundquist, <br />Building Official Mueller and Counsel Raleigh. The Clerk was absent <br />because of hospitalization. Counsel Raleigh served as Acting Clerk. <br />Metropolitan The Mayor introduced R. Ranta of the Metropolitan Council who <br />Systems described the procedure for implementing the Metropolitan Land Plan - <br />Statement ning Act and answered questions concerning the Metropolitan Systems <br />Statements now under consideration by the City. Jim Barton of the <br />Metropolitan Council staff was also present. <br />Meeting recessed at 6:30 p.m. for the dinner hour. <br />Meeting reconvened at 7:40 p.m. <br />The minutes of the January 7, 1976, meeting were approved with <br />the following corrections: <br />The report on the County Landfill should be corrected by deleting <br />the "one-half" after the word pays so that the minutes read: "provided <br />that the City pays the heating and light bill". <br />Don Erie variance minutes should be corrected to show that Council- <br />man Shervheim seconded Councilman Pott's motion to approve the Don <br />Erie variance. <br />With those corrections, Councilman Shervheim moved and Councilman <br />Morgan seconded, approved the minutes of the January 7th meeting. <br />Passed 5-0. <br />Councilman Pott reported on the frozen water service problems. <br />Patti Mr. Philip Padratzik, owner, and John Wright appeared for Patti <br />3omes Homes seeking a renewal of their special use permit. The Mayor pointed <br />out certain questions which had been raised concerning the Patti Homes <br />operation - namely, storing of personal property and trailers and break- <br />ins. Applicants assured the Council that there would be no further <br />storing of personal property in any of the trailers and stated that <br />they were hiring a student to serve as night watchman on the premises <br />to prevent break-ins. Building Official Mueller moved that there were <br />no other problems at the Patti Home site. Motion by Shervheim to grant <br />the special use permit with the same conditions as in the past year plus <br />a fifth condition reading as follows: "5. No storage of property not <br />owned by or on consignment to Patti Homes shall be permitted on the <br />premises". Seconded by Council member Lyons. Passed 5-0. <br />
