Minutes of Meeting of Lake Elmo City Council - March 1, 1977. <br />Present: Council members Lyons, Morgan, Shervheim, Mayor Armstrong <br />arrived three minutes late. <br />Absent: Clerk Mehsikomer <br />Also Present: Counsel Raleigh, Recorder, Deputy Clerk Park, and City <br />Engineer O. Bonestroo <br />Meeting was opened at 7:32 by Vice Mayor Shervheim. <br />Minutes: Motion by Councilman Morgan, seconded by Councilwoman Lyons, <br />to approve the minutes of 2-15-77 as written. Carried 4-0. <br />1 absent. <br />Mayor Armstrong arrived at 7:35 P.M. and assumed control of <br />the meeting. <br />Landfill: Councilman Morgan reported that a meeting has been <br />arranged with County representatives for Saturday, <br />March 5th at 8:00 A.M. to discuss City acquisition <br />of the closed landfill site. <br />Fie also reported that County Planner Schwab will appear <br />at an April or May meeting to discuss the Park Reserve <br />planning. A motion by Councilman Morgan, seconded by <br />Councilman Shervheim, that the Park Committee, Planning <br />Committee, and the Water Surface Committee be alerted <br />to this meeting so that they may make suggestions on a <br />planned development of the park i.e., boat launching, <br />swimming beaches etc. Carried 5-0. <br />County Park In response to Washington County Planning Committee's <br />Committee: request for an appointment to the County Park Committee, <br />Councilman Morgan moved, Councilwoman Lyons seconded, a <br />motion to reappoint Ed LeClair to this Committee as a <br />representative of Lake Elmo. Carried 5-0. <br />City Publishing Councilman Shervheim moved, Councilman Pott seconded, a <br />Committee: motion to include Jean Lundquist on the Newsletter <br />Committee. Carried 5-0. <br />Councilwoman Lyons moved, Mayor Armstrong seconded, a <br />motion requiring the Newsletter Committee to submit <br />their final suggested copy to the council for review and <br />approval before publishing. Carried 5-0. <br />Audit: The amended contract for a village audit was discussed <br />and upon the opinion of Counsel Raleigh stating that a <br />yearly audit is not legally required the following motion <br />was made by Councilman Morgan, seconded by Councilman <br />Shervheim, that the City audit should be made on an every <br />
