Minutes of Lake Elmo City Council Meeting, July 19, 1977. pg. 2 <br />Harry 7abrok--Complained or expressed concern over the use to which <br />the residence at 8126 Hill Trail North. House in a <br />residential area is being used for multiple occupancy. <br />Bldg. has no water and no septic system. Occupants <br />have been seen discharging their personal waste off_ the <br />deck and out in the open. Only outhouse facilities <br />available. Complaints to owner, Harry Stephan, have been <br />treated with indifference. Counsel was instructed to <br />write a letter to owner regardina conflict of use and <br />Incal patrolman to be instructed to watch the building <br />when they are in the area. <br />Sewer Study Committee --Todd Williams,spokesman.submitted copy of <br />qupsti_onaire that the committee had complied. Plan is, <br />to mail a copy of the auestionaire with the water bills <br />and also to property owners not hooked on the water system <br />who are included in the area included in the Bonestroo <br />report. Mr. Williams requested approval to proceed. <br />Motion by Councilman Morgan 2nd by Councilman Shervheim <br />to authorize necessary expense and have city staff_ <br />handle the mailing. Carried 5-0. <br />Tom Noyes --Lake Jane Trail & 42nd. St.-- Motion by Councilman Shervheim <br />2nd by Councilwoman Lyons to proceed with the realignment <br />of the intersection of Lake Jane Trail and 42nd.St., <br />according to the Preliminary Report of Bonestroo, Rosene, <br />Anderlik & Associates, Inc. dated June, 1977. Estimated <br />cost $5,500. Cost of improvement to come from Revenue <br />Sharing fund. Engineer to get at least 2 quotations <br />before council can determine contractor. Carried. 5-0. <br />1001 Project: Council was to make recommendation or offer comments <br />on 1001 project since it basically covered City of Lake <br />Elmo. Only 3 copies were originally submitted and some <br />members of council wanted to study it first. Additional <br />copies of report should be requested and distributed. <br />Item will be discussed at August 2, 1977 meeting and <br />extend invitation to VBkfi to sit in on discussion. <br />Systems Statement: A copy of the proposed revisions to the Final <br />Systems Statement were distributed. Some members of <br />the Council wanted to review the proposed changes. <br />Discussion regarding decision should be scheduled for <br />August 2, 1977 meeting. <br />1st Street, Immanual & Ideal-- Petition for road relocation and im- <br />provement. Engineer agreed to have initial detail at <br />the August 2, 1977 council meeting for review. The <br />hearing on said improvement should be scheduled for <br />Council Meeting August 16, 1977, at 8:00 p.m. in the <br />Council Chambers. <br />Merle Payne --Mr. & Mrs. Payne appeared before council and advised <br />council of problems they were having relative to access <br />to landlocked property on Keats Ave.- Section 3. <br />Counsel Raleigh explained that the city council was not <br />the body to solve their problem. Their action and protest <br />is with the original seller and that they should be <br />working through their attorney to get satisfaction. <br />
