Minutes of Lake Elmo City Council Meeting, July 19, 1977. pg. 2 Harry 7abrok--Complained or expressed concern over the use to which the residence at 8126 Hill Trail North. House in a residential area is being used for multiple occupancy. Bldg. has no water and no septic system. Occupants have been seen discharging their personal waste off_ the deck and out in the open. Only outhouse facilities available. Complaints to owner, Harry Stephan, have been treated with indifference. Counsel was instructed to write a letter to owner regardina conflict of use and Incal patrolman to be instructed to watch the building when they are in the area. Sewer Study Committee --Todd Williams,spokesman.submitted copy of qupsti_onaire that the committee had complied. Plan is, to mail a copy of the auestionaire with the water bills and also to property owners not hooked on the water system who are included in the area included in the Bonestroo report. Mr. Williams requested approval to proceed. Motion by Councilman Morgan 2nd by Councilman Shervheim to authorize necessary expense and have city staff_ handle the mailing. Carried 5-0. Tom Noyes --Lake Jane Trail & 42nd. St.-- Motion by Councilman Shervheim 2nd by Councilwoman Lyons to proceed with the realignment of the intersection of Lake Jane Trail and 42nd.St., according to the Preliminary Report of Bonestroo, Rosene, Anderlik & Associates, Inc. dated June, 1977. Estimated cost $5,500. Cost of improvement to come from Revenue Sharing fund. Engineer to get at least 2 quotations before council can determine contractor. Carried. 5-0. 1001 Project: Council was to make recommendation or offer comments on 1001 project since it basically covered City of Lake Elmo. Only 3 copies were originally submitted and some members of council wanted to study it first. Additional copies of report should be requested and distributed. Item will be discussed at August 2, 1977 meeting and extend invitation to VBkfi to sit in on discussion. Systems Statement: A copy of the proposed revisions to the Final Systems Statement were distributed. Some members of the Council wanted to review the proposed changes. Discussion regarding decision should be scheduled for August 2, 1977 meeting. 1st Street, Immanual & Ideal-- Petition for road relocation and im- provement. Engineer agreed to have initial detail at the August 2, 1977 council meeting for review. The hearing on said improvement should be scheduled for Council Meeting August 16, 1977, at 8:00 p.m. in the Council Chambers. Merle Payne --Mr. & Mrs. Payne appeared before council and advised council of problems they were having relative to access to landlocked property on Keats Ave.- Section 3. Counsel Raleigh explained that the city council was not the body to solve their problem. Their action and protest is with the original seller and that they should be working through their attorney to get satisfaction.
