Joint Council/PZC Meeting <br />Sept. 26, 1977 <br />Page two <br />MAPPING PROGRAM/COUNTY Services <br />The group discussed the need for updating City maps: base map, <br />soils and other environmental features, and Zoning. They agreed that any <br />consultant or private firm would probably charge twice what the County is <br />asking to to the mapping. They also discussed the time frame the County <br />had mentioned; and decided that they had better meet with Bill Schwab soon; <br />so that the program could be scheduled. <br />Armstrong moved, seconded by Pott, that the County be authorized to <br />initiated a complete mapping program immediately, work out the schedule and <br />details with Administrator Whittaker, and work with the Planning Consultant <br />on the map and plan revisions. Motion carried unaimously. <br />PLANNER SELECTION, Zoning Program <br />Johnson moved, seconded by Dreher, that Tom Loucks and Associates proposal <br />for completing the Zoning Program be accepted. There was considerable dis- <br />cussions. Vote: 8 Aye, Lundquist voting Nay. Motion carried. <br />Mayor Armstrong moved, seconded by Morgan, that the City Council accept the <br />recommendation of the Planning Commission and accept the proposal of Tom <br />Loucks and Associates, Inc. for the Zoning Program. Vote: 3 Aye; Shervheim, <br />Abstain; Lyons, Nay. Motion Carried. The Council asked that Mr. Loucks <br />assure the City, in writing, that he would include five hearings on the new <br />Ordinance in the proposal. <br />LINDA LARSON VARIANCE <br />After some discussion with the City Attorney, Don Raleigh, Grace <br />moved, seconded by Sovereign, that the Planning Commission recommend against <br />approval of a Variance to sell one acre to Mr. Richard Hesse, in the 5 acre <br />zone. Motion carried 5-3: Crombie, Nay; Dreher and Lundquist abstained. <br />Administrative Assistant was advised to contact Mr. Hesse and inform of the <br />PZC recommendation, to see it he wanted to pursue it with the City Council. <br />MORATORIUM <br />Mayor Armstrong proposed the City adopt an amendment to the Zoning <br />Ordinance which would prohibit approval or review of development proposals <br />for six months. He said this would give the Council and PZC time to work <br />on the Zoning Ordinance and Planning program without the development prob- <br />lems taking up time and slowing this work down. He stressed this would be <br />for a limited time; and would provide time for the City to get its house in <br />order before reviewing more development proposals. <br />Johnson moved, seconded by Cunningham, that the Planning and Zoning <br />Commission set a hearing on the proposed amendment - establishing a moratorium to the Zoning Ordinance, Tuesday, October 11, 1977, at 8:00 p.m. Motion car- <br />ried unanimously with Sovereign absent. <br />JOINT MEETING: October 11, 1977 <br />Mayor Armstrong moved, seconded by Morgan, that the City Council hold <br />a Special Meeting October 11, 1977, at 5:00 p.m. for the purpose of meeting <br />in Joint Session with the Planning and Zoning Commission to discuss the Planning <br />Assistance Grants, hold a hearing on the moratorium, set up interviews for <br />consulting firms for the Planning Program, and consider frontage roads for the <br />southern alignment of 194 with the City Engineer. Motion carried. <br />
